នាព្រឹកថ្ងៃព្រហស្បតិ៍ ១១កើត ខែមិគសិរ ឆ្នាំជូត ទោស័ក ព.ស.២៥៦៤ ត្រូវនឹងថ្ងៃទី២៦ ខែវិច្ឆិកា ឆ្នាំ២០២០ នៅសណ្ឋាគារ កាំបូឌីយ៉ាណា មានកិច្ចប្រជុំរវាងរាជរដ្ឋាភិបាលនិងអង្គការមូលនិធិសហប្រជាជាតិសម្រាប់ប្រជាជន (UNFPA) ដើម្បីពិនិត្យប្រចាំឆ្នាំនៃការអនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ (Country Programme Action Plan-equivalent 2019-2023) ។ កិច្ចប្រជុំនេះដឹកនាំរួមគ្នាដោយ ឯកឧត្តម រ៉ិត វុទ្ធី អគ្គលេខាធិការរង គ.ជ.នា/ក.អ.ក និងលោក Daniel Alemu តំណាងស្តីទីនៃមូលនិធិសហប្រជាជាតិសម្រាប់ប្រជាជន (UNFPA) ប្រចាំកម្ពុជា ។ កិច្ចប្រជុំនេះក៏មានការចូលរួមពី ឯកឧត្តម លោកជំទាវ ថ្នាក់រដ្ឋលេខាធិការ អនុរដ្ឋលេខាធិការ អគ្គនាយក និងមន្ត្រី មកពីទីស្តីការគណៈរដ្ឋមន្ត្រី ក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ក្រសួងផែនការ ក្រសួងសុខាភិបាល ក្រសួងអប់រំ យុវជន និងកីឡា និងក្រសួងកិច្ចការនារី និងទីប្រឹក្សា ជំនាញការបម្រើការឱ្យអង្គការ UNFPA ប្រចាំកម្ពុជា ផងដែរ ។ គោលដៅចម្បងនៃកិច្ចប្រជុំ ដើម្បីពិនិត្យតាមដានវឌ្ឍនភាព ឆ្នាំ២០២០ នៃការអនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ និងកំណត់អាទិភាពសម្រាប់ ឆ្នាំ២០២១ ។
គួររំលឹកផងដែរ អង្គការ UNFPA សម្រេចលទ្ធផលការងារបានទទួលជោគជ័យ និងមានប្រសិទ្ធភាពខ្ពស់ក្នុងកិច្ចសហប្រតិបត្តិការជាមួយរាជរដ្ឋាភិបាលកម្ពុជា សម្រាប់ការអនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំ ប្រទេស ឆ្នាំ២០១៩-២០២៣ នៅក្នុងឆ្នាំ២០១៩ ដែលផ្តោតលើ Outcome ចំនួន ៣ ដូចជា ៖ ១)ការបន្តពូជ និងសុខភាពសាធារណៈ ២)ការអប់រំក្មេងជំទង់ និងយុវជន ៣)ការធ្វើប្រជាសាស្ត្រ និងបញ្ហាអន្តរវិស័យ (យេនឌ័រ) ដែលបានតម្រឹមជាមួយ អាទិភាពរបស់រាជរដ្ឋាភិបាលកម្ពុជាដូចមានចែងក្នុងយុទ្ធសាស្រ្តចតុកោណ-ដំណាក់កាលទី៤ ។
សម្រាប់ឆ្នាំ២០២០ អង្គការUNFPAនៅតែបន្តសហការជាមួយរាជរដ្ឋាភិបាលកម្ពុជាក្នុងការអនុវត្តផែនការសកម្មភាព កម្មវិធីអភិវឌ្ឍន៍ ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ និងសម្រេចបាននូវលទ្ធផលការងារប្រមាណជាហាសិបភាគរយ ជាងនៃការងារដែលបានគ្រោងទុកហើយការងារដែលពុំទាន់សម្រេចបានគឺបណ្តាល មកពីស្ថានភាពរីករាលដាលនៃជំងឺ កូវីដ-១៩។សម្រាប់ឆ្នាំ ២០២១អង្គការ UNFPA និងក្រសួង-ស្ថាប័ន បានបង្ហាញពីការបង្វែរសកម្មភាពជួយគាំទ្រ ដល់ការឆ្លើយតបទៅនឹងស្ថានភាពជំងឺកូវីដ-១៩ ផងដែរ ។
គួរបញ្ជាក់ផងដែរ ហិរញ្ញប្បទានដែលអង្គការ UNFPA គ្រោងវិភាជន៍សម្រាប់រយៈពេល ៥ ឆ្នាំ នៃការអនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេសរបស់ខ្លួន មានសរុបចំនួន ១៣ លានដុល្លារអាមេរិក គិតជាមធ្យមក្នុងមួយឆ្នាំស្មើនឹង ២,៦ លានដុល្លារអាមេរិក ។ ក្នុងនោះ អង្គការ UNFPA បានបើកផ្តល់ហិរញ្ញប្បទានចំនួនសរុបប្រមាណ ២,៩ លានដុល្លារអាមេរិក សម្រាប់ឆ្នាំ ២០២០ និងគ្រោងបើកផ្តល់ហិរញ្ញប្បទានចំនួនសរុបប្រមាណ ២,៧ លានដុល្លារអាមេរិក សម្រាប់ឆ្នាំ ២០២១ ។

On Monday, November 26, 2020, at Cambodiana Hotel, a meeting was held between the Royal Government of Cambodia and the United Nations Population Fund (UNFPA) for the joint annual review of the Country Programme Action Plan-equivalent 2019-2023. The meeting was co-chaired by H.E. Mr Rith Vuthy, Deputy Secretary-General of CRDB/CDC and Mr. Daniel Alemu, UNFPA Representative ad interim in Cambodia. Participants attending the meeting were His excellency, Her excellency, Secretary of State, Under Secretary of State, Director General, officers, advisors, and experts from the Council of Ministers, Ministry of Foreign Affairs and International Cooperation, Ministry of Economic and Finance, Ministry of Planning, Ministry of Health, Ministry of Education, Youth and Sports, Ministry of Women’s Affairs and UNFPA in Cambodia. The main objective of this meeting was to review the progress of the implementation of the second year roll-out of the 6th Country Programme 2019-2023 and propose key priority interventions for 2021.
The Country Programme 2019-2023 of UNFPA was successfully implemented in 2019, which focused on 3 outcomes including 1) Sexual Reproductive Health and Rights 2) Adolescents and Youth 3) Population Dynamics and Cross-cutting issues (Gender). These outcomes are aligned with the RGC’s priorities as stated in Rectangular Strategy-Phase IV.
In 2020, UNFPA continues to work closely with the RGC to implement the Country Programme Action Plan-equivalent 2019-2023 and has achieved more than 50 percent of the work plan while the rest is still progressing due to challenges posed by COVID-19 pandemic. UNFPA and ministries/ government institutions have also expressed their support to COVID-19 response by shifting their activities for the 2021 implementing year.
It is worth mentioning that UNFPA has approved a total commitment of US$13 million for a 5-year period, an average of US$2.6 million per year. UNFPA’s disbursement for 2020 is estimated to be approximately US$ 2.9 million and the planned disbursement for 2021 is about US$2.7 million.
