ដោយទទួលបានការអនុញ្ញាតដ៏ខ្ពង់ខ្ពស់ពី សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា, ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេសអនុប្រធានទី ២ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក) បានអញ្ជើញចូលរួមក្នុងវេទិកាស្តីពីភាពជាដៃគូសកលទីក្រុងប៊ូសាន ឆ្នាំ២០២៣ (2023 Busan Global Partnership Forum) នាថ្ងៃទី៥ ខែធ្នូ ឆ្នាំ២០២៣ នៅទីក្រុងសេអ៊ូល នៃសាធារណរដ្ឋកូរ៉េ ។ ក្រោមមូលបទស្តីពីការប្តេជ្ញារួមគ្នាសម្រាប់កិច្ចអភិវឌ្ឍន៍ប្រកបដោយចីរភាព តាមរយៈការលើកកម្ពស់ប្រសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍, គោលដៅនៃវេទិកានេះគឺ ដើម្បីចែករំលែកនូវទស្សនៈ បទពិសោធន៍ និងដំណោះស្រាយប្រកបដោយនវានុវត្តន៍ក្នុងការអនុវត្តរបៀបវារៈស័ក្តិសិទ្ធិភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងជំរុញការចូលរួមពីគ្រប់តួអង្គអភិវឌ្ឍន៍ក្នុងការធ្វើអង្កេត ជុំលើកទី ៤ ស្តីពីភាពជាដៃគូសកល ឆ្ពោះទៅសម្រេចគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ។ វេទិកានេះមានការចូលរួមពីលោកជំទាវ ឯកឧត្តម ជារដ្ឋមន្ត្រី និងអ្នករៀបចំគោលនយោបាយ, តំណាងអង្គការសង្គមស៊ីវិល, តំណាងវិស័យឯកជន និងអង្គការពហុភាគីជាដើមនៅជុំវិញពិភពលោក ។
ក្នុងវេទិកានេះ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានបង្ហាញអំពីទំនាក់ទំនងរវាងកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងបញ្ហាប្រឈម និងបានសង្កត់ធ្ងន់លើភាពពាក់ព័ន្ធ (ភាពចាំបាច់) នៃគោលការណ៍ស័ក្តិសិទ្ធិភាពក្នុងកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ រួមមានភាពជាម្ចាស់, ភាពជាដៃគូប្រកបដោយបរិយាបន្ន, គណនេណ្យភាពទ្វេទិស, តម្លាភាព និងការផ្តោតលើលទ្ធផល ។ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានលើកឡើងថា នាពេលបច្ចុប្បន្ន ពិភពលោកកំពុងប្រឈមនឹងផលជះនៃបញ្ហាចំពោះមុខនិងថ្មីៗ ដូចជាការឆ្លងរីករាលដាលនៃជំងឺកូវីដ-១៩, ការប្រែប្រួលអាកាសធាតុ, ភាពក្រីក្រ និងភាពតានតឹងភូមិសាស្ត្រនយោបាយ ហើយបញ្ហាទាំងនេះបាននាំឱ្យមានសំពាធសេដ្ឋកិច្ច, ការរិតត្បិតធនធាន និងបង្អាក់វឌ្ឍនភាពនៃការសម្រេចគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ។ ទន្ទឹមនឹងនេះ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានបន្ថែមទៀតថា ខណៈប្រទេសនានាអនុវត្តគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពបានពាក់កណ្តាលអាណត្តិនៃរបៀបវារៈ ឆ្នាំ២០៣០, ប្រទេសកម្ពុជាក៏កំពុងរៀបចំខ្លួនក្នុងការត្រៀមចាកចេញពីក្រុមប្រទេសមានការអភិវឌ្ឍតិចតួច និងការឆ្ពោះទៅសម្រេចចក្ខុវិស័យកម្ពុជា ឆ្នាំ២០៣០ ព្រមទាំងគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជា ។ ក្នុងន័យនេះ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានគូសបញ្ជាក់ថា ការពង្រឹងស័ក្តិសិទ្ធិភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍កាន់តែមានសារៈសំខាន់ ដោយប្រកាន់ខ្ជាប់នូវគោលការណ៍ ១) ភាពជាម្ចាស់ សំដៅភាពជាអ្នកដឹកនាំរបស់រដ្ឋាភិបាលក្នុងការកំណត់គោលនយោបាយអភិវឌ្ឍន៍របស់ប្រទេស និងតម្រឹមការគាំទ្ររបស់ដៃគូអភិវឌ្ឍន៍ជាមួយនឹងអាទិភាពជាតិ, ២) ភាពជាដៃគូប្រកបដោយបរិយាបន្ន សំដៅការចូលរួមពីគ្រប់តួអង្គអភិវឌ្ឍន៍ក្នុងការបើកផ្តល់ធនធានបន្ថែម, ៣) គណនេយ្យភាពទ្វេទិស និងតម្លាភាពក្នុងការផ្តល់ទិន្នន័យកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និង ៤) ការផ្តោតលើលទ្ធផល ដើម្បីពន្លឿនការសម្រេចគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ។
ជាកិច្ចបញ្ចប់ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានថ្លែងអំណរគុណចំពោះរដ្ឋាភិបាលសាធារណរដ្ឋកូរ៉េនៅក្នុងការរៀបចំវេទិកានេះឡើង ដែលបានបង្ហាញពីភាពចាំបាច់នៃការពង្រឹងភាពជាម្ចាស់ ភាពជាដៃគូប្រកបដោយបរិយាបន្ន និងគណនេយ្យភាពទ្វេទិស ឆ្ពោះទៅសម្រេចលទ្ធផលស័ក្តិសិទ្ធិភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ស្របពេលនឹងការរំលឹកខួបលើកទី ១២ នៃវេទិកាជាន់ខ្ពស់ស្តីពីប្រសិទ្ធភាពនៃហិរញ្ញប្បទាន ។ គួរបញ្ជាក់ផងដែរថា វេទិកាឆ្នាំនេះត្រូវបានរៀបចំឡើងមួយឆ្នាំបន្ទាប់ពីកិច្ចប្រជុំជាន់ខ្ពស់ស្តីពីប្រសិទ្ធិភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ឆ្នាំ២០២២ (2022 Effective Development Cooperation Summit) ដែល ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានអញ្ជើញចូលរួមនាពេលកន្លងមក តាមការចាត់តាំងរបស់រាជរដ្ឋាភិបាលកម្ពុជា៕

On December 5, 2023 in Seoul, Republic of Korea, with the high permission of Samdach Moha Borvor Thipadei HUN MANET, Prime Minister of the Kingdom of Cambodia, H.E. CHHIENG YANARA, Senior Minister in Charge of Special Missions and Second-Vice Chairman of the Council for the Development of Cambodia (CDC), participated in the 2023 Busan Global Partnership Forum. Under the theme of Delivering Better Together for Sustainable Development: Leveraging Effective Development Cooperation, the forum aimed to exchange on efforts made towards effectiveness commitments and galvanize through the 4th Global Partnership Monitoring Round to catalyze progress on the Sustainable Development Goals (SDGs). This forum was attended by ministers, senior-level development cooperation policymakers, civil society, private sector, and multilateral organizations across the world.
In the forum, H.E. Senior Minister highlighted the linkage between development cooperation and challenges, while emphasizing the relevance of effectiveness principles including country ownership, inclusive partnership, mutual accountability, transparency, and focus on results. H.E. Senior Minister addressed that the world currently grapples with impacts of existing and emerging challenges such as the COVID-19 pandemic, climate change, poverty and geopolitical tensions. This unfolding reality causes economic stress, resource constraint, and ultimately delay of SDG progress. H.E. Senior Minister added that as countries approach midpoint of the 2030 Agenda, there is a greater need for effective and responsive development cooperation. Cambodia is no exception as it is preparing to graduate from LDC category and moving towards Cambodia’s Vision 2030 as well as achieving the Cambodian Sustainable Development Goals (CSDGs).
In this regard, H.E. Senior Minister emphasized that 1) country ownership ensures governments play a leadership role in defining their development policies and aligning development support with their national priorities, 2) inclusive partnership amplifies
the participation of all relevant development actors to finance additional resource,
3) mutual accountability and transparency build trust between governments and development partners, offering development cooperation data to address challenges and 4) focus on results accelerates the attainment of development goals.
H.E. Senior Minister concluded by expressing his appreciation to the Government of the Republic of Korea for organizing the forum. This year’s forum came a year after
the 2022 Effective Development Cooperation Summit in which H.E. Senior Minister was appointed by the Royal Government of Cambodia to attend in-person. H.E. Senior Minister underscored that the timing was right as it not only marked the 10th+2 Anniversary of the Fourth High-Level Forum on Aid Effectiveness but also put a spotlight on how country ownership, inclusive partnership and mutual accountability can be strengthened for long-lasting development results in a world of intersecting challenges.
