Who We Are

Cambodian Development Cooperation Board (CDCB) is the “One-Stop Service” and the “Etat-Major” of the Royal Government that coordinates with development partners and NGOs who provide development assistance. CDCB also serves as a focal point in liaison with governmental institutions to manage development cooperation and partnerships in Cambodia.

What We Do

Role and Responsibilities of the Cambodian Development Cooperation Board «CDCB» (Extracts from Sub Decree No. 242 ANK BK, Article 11, and dated 04th December 2025)

  1. To formulate, implement, monitor and evaluate the implementation of strategies on development cooperation and partnerships to strengthen the ownership and leadership of the Royal Government in the development and to strengthen partnership partners community
  2. To onsult with development partners to formulate, implement, monitor, and evaluate the implementation of strategies on bilateral and multilateral cooperation for United Nations agencies
  3. To mobilize and orient the allocation of development cooperation financing, and to manage the utilization of these resources effectively and efficiently in order to implement the achievement of the priority goals which are set out in national policies and national strategies
  4. To lead the harmonization of development partner practices to enhance the effectiveness and efficiency of development cooperation financing utilization
  5. To Lead and coordinate meetings or consultations with development partners to strengthen development partnerships
  6. To lead preparatory works, for policy level meetings with Development Partners such as" Government Development Partner Coordination Committee" and the "Cambodia Development Cooperation Forum";
  7. To participate in preparing socio-economics and sectoral planning to develop Cambodia;
  8. To manage public investments in cooperation with the relevant ministries and institutions. This process shall mainly be related to the coordination and direction of the allocation and utilization of the national and external resources with the aim of rehabilitating and developing Cambodia;
  9. To sign on behalf of the Royal Government with Development Partners for the reception and/or allocation of development assistance, pursuant to the delegation of authority by the Prime Minister; and
  10. To produce and submit semi-annual and annual reports to the Royal Government for its review and its corrective measures of the rehabilitation and development works.
