នាព្រឹកថ្ងៃព្រហស្បតិ៍ ១៥ កើត ខែបុស្ស ឆ្នាំថោះ បញ្ចស័ក ព.ស. ២៥៦៧ ត្រូវនឹងថ្ងៃទី២៥ ខែមករា ឆ្នាំ២០២៤ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស អនុប្រធានទី ២ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក) បានទទួលជួបពិភាក្សាការងារជាមួយលោកស្រី Choi MoonJung ប្រធានទីភ្នាក់ងារសហប្រតិបត្តិការអន្តរជាតិកូរ៉េប្រចាំនៅកម្ពុជា (Korea International Cooperation Agency – KOICA) ។ គោលដៅចម្បងនៃកិច្ចពិភាក្សានេះគឺ
១) ពិភាក្សាលើគម្រោងរបស់ទីភ្នាក់ងារ KOICA សម្រាប់ឆ្នាំ២០២៥ និងរៀបចំគម្រោងថ្មីសម្រាប់ឆ្នាំ២០២៦ និង ២) ពិនិត្យលើវឌ្ឍនភាពនៃការអនុវត្តគម្រោងដែលគាំទ្រដោយទីភ្នាក់ងារ KOICA ។
ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានសម្ដែងនូវការស្វាគមន៍យ៉ាងកក់ក្ដៅចំពោះ លោកស្រី Choi MoonJung ក្នុងកិច្ចប្រជុំទ្វេភាគីដំបូងរវាង ក.អ.ក និងទីភ្នាក់ងារ KOICA ក្នុងឆ្នាំ២០២៤ ។ ទន្ទឹមនេះ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ក៏បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅ និងវាយតម្លៃខ្ពស់ចំពោះរដ្ឋាភិបាលសាធារណរដ្ឋកូរ៉េ តាមរយៈទីភ្នាក់ងារ KOICA ដែលបានផ្តល់ការគាំទ្រដល់ការអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ចកម្ពុជា ជាពិសេសតាមរយៈការអនុវត្តយុទ្ធសាស្ត្រភាពជាដៃគូកូរ៉េ (Country Partnership Strategy) នាពេលកន្លងមក ។
ជាការឆ្លើយតប លោកស្រី Choi MoonJung បានកោតសរសើរចំពោះកិច្ចខិតខំប្រឹងប្រែងរបស់ រាជរដ្ឋាភិបាលកម្ពុជាក្នុងកិច្ចអភិវឌ្ឍន៍ និងថ្លែងអំណរគុណ ក.អ.ក ដែលបានផ្តល់ការសហការយ៉ាងជិតស្និទ្ធនាពេលកន្លងមក ។ ក្នុងកិច្ចប្រជុំនេះ លោកស្រី បានជម្រាបជូននូវវឌ្ឍនភាពនៃការជ្រើសរើសគម្រោងក្នុងក្របខ័ណ្ឌការធ្វើអង្កេតសម្រាប់ឆ្នាំសារពើពន្ធ២០២៥ និងកិច្ចការបន្ទាប់នៃការរៀបចំគម្រោងថ្មីសម្រាប់ ឆ្នាំ២០២៦ ។
ជាកិច្ចបញ្ចប់ ឯកឧត្តមទេសរដ្ឋមន្ត្រី ក៏បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅដល់រដ្ឋាភិបាលសាធារណរដ្ឋកូរ៉េ ដែលបានផ្ដល់អគារ ម.ជ.ធ.ក ក្នុងបរិវេណសាកលវិទ្យាល័យភូមិន្ទភ្នំពេញ ដែលអគារថ្មីនេះនឹងចូលរួមជាមួយរាជរដ្ឋាភិបាលក្នុងការធ្វើបរិវត្តកម្មឌីជីថលក្នុងវិស័យធុរកិច្ច ស្របតាមយុទ្ធសាស្ត្របញ្ចកោណ ដំណាក់កាលទី ១ ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី សង្ឈឹមយ៉ាងមុតមាំថា ទីភ្នាក់ងារ KOICA នឹងបន្តចូលរួមជាមួយរាជរដ្ឋាភិបាលក្នុងការពង្រឹងកិច្ចសហប្រតិបត្តិការទ្វេភាគីរវាងប្រទេសទាំងពីរឱ្យកាន់តែរឹងមាំ និងក្នុងការជ្រើសរើសគម្រោងអាទិភាពសម្រាប់អនុវត្ត ដើម្បីផ្តល់ការគាំទ្រដល់គោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ។
គួរបញ្ជាក់ផងដែរថា រដ្ឋាភិបាលសាធារណរដ្ឋកូរ៉េគឺជាដៃគូសំខាន់ក្នុងការអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ចកម្ពុជា ។ ចាប់ពីឆ្នាំ១៩៩២ ដល់ឆ្នាំ២០២២ រដ្ឋាភិបាលសាធារណរដ្ឋកូរ៉េ បានបើកផ្ដល់ហិរញ្ញប្បទានឥតសំណងដល់កម្ពុជា សរុបប្រមាណ ៤៥៥ លានដុល្លារអាមេរិក ដោយផ្តោតលើវិស័យស្នូលចំនួន ០៤ ដូចជា ការគ្រប់គ្រងទឹក និងសុខភាពសាធារណៈ, ការអប់រំ, ការអភិវឌ្ឍជនបទ និងការដឹកជញ្ជូន ។

On January 25, 2024, at the Council of Development of Cambodia (CDC), His Excellency CHHIENG Yanara, Senior Minister in charge of Special Missions and Second Vice-chairman of CDC, had a bilateral meeting with Ms. Choi MoonJung, Country Director of the Korea International Cooperation Agency (KOICA) Office in Cambodia. The objectives of the meeting are 1) to discuss candidate projects for 2025 and new projects identification plan for 2026 and 2) to update on-going programs supported by KOICA.
To begin, H.E. Senior Minister expressed his warm welcome to Ms. Choi MoonJung for this first bilateral meeting between KOICA and CDC in 2024. In addition, H.E. Senior Minister also expressed his sincere appreciation and commencement to the Government of the Republic of Korea, through KOICA, for their contribution to the socio-economic of Cambodia especially through the resounding attainments of the implementation of Korea’s Country Partnership Strategy for the Kingdom of Cambodia.
In response, Ms. Choi MoonJung highly commenced the Royal Government of Cambodia’s efforts and Cambodia’s development and also expressed her gratitude toward CDC for its excellent cooperation and partnership. In addition, Ms. Choi MoonJung also informed the meeting on the progress of project selection under the framework of the Request Survey for Korea’s fiscal year 2025 and the ways forward of developing new projects for 2026.
Lastly, H.E. Senior Minister also expressed his sincere appreciation to the Government of the Republic of Korea for the construction of a new building for NICC which is located in the RUPP as this new building will further contribute to the digital transformation in Cambodia, especially in the business sector which also aligns with the Pentagonal Strategy-Phase I. H.E. Senior Minister strongly hoped that KOICA would continue to work with the Royal Government of Cambodia (RGC) to strengthen bilateral cooperation between the two countries and to select priority projects that would respond to RGC's National Strategic Development Plan and Sustainable Development Goals.
Notably, the Government of the Republic of Korea is one of the significant partners in socio-economic development in Cambodia; particularly from 1992-2022, the Government of the Republic of Korea has disbursed Grant Assistance worth about 455 million USD to Cambodia supporting 4 priority sectors including transportation, water management and health/hygiene, education, and rural development.
