នាថ្ងៃសុក្រ ១១កើត ខែចេត្រ ឆ្នាំរោង ឆស័ក ព.ស. ២៥៦៧ ត្រូវនឹងថ្ងៃទី១៩ ខែមេសា ឆ្នាំ២០២៤ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម រ៉ិត វុទ្ធី អគ្គលេខាធិការ នៃគណៈកម្មាធិការសហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ស.អ.ក/ក.អ.ក) បានដឹកនាំកិច្ចពិគ្រោះយោបល់លើសេចក្តីព្រាងសេចក្តីណែនាំស្តីពីការអនុវត្តយន្ដការភាពជាដៃគូ និងឧបករណ៍នៃយុទ្ធសាស្ត្រស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ឆ្នាំ២០២៤-២០២៨ ។ គោលដៅចម្បងនៃកិច្ចប្រជុំ គឺដើម្បីពិភាក្សា ប្រមូលធាតុចូល និងអនុសាសន៍សម្រាប់ការរៀបចំបញ្ជប់សេចក្តីព្រាងសេចក្តីណែនាំនេះ ។
ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តមអគ្គលេខាធិការ បានសម្ដែងការស្វាគមន៍ចំពោះ តំណាងជាន់ខ្ពស់នៃរាជរដ្ឋាភិបាលដែលអញ្ជើញមកពីក្រសួង-ស្ថាប័នពាក់ព័ន្ធ, គណៈអភិបាលរាជធានី-ខេត្ត ព្រមទាំងដៃគូអភិវឌ្ឍន៍ទាំងអស់ ដែលបានអញ្ជើញចូលរួមកិច្ចប្រជុំពិភាក្សានេះ ទាំងវត្តមានផ្ទាល់ និងតាមប្រព័ន្ធវីដីអូនិម្មិតហ្សូម (Zoom) ។ ក្នុងសុន្ទរកថាស្វាគមន៍, ឯកឧត្តមអគ្គលេខាធិការ បានគូសបញ្ជាក់អំពីអាទិភាពរបស់រាជរដ្ឋាភិបាលក្នុងការបន្តទទួលស្គាល់ពីតួនាទីសំខាន់នៃហិរញ្ញប្បទានសហប្រតិបត្តិការ និងការបន្ដពង្រឹងកិច្ចសហប្រតិបត្តិការ និងភាពជាដៃគូជាមួយតួអង្គអភិវឌ្ឍន៍ទាំងអស់ ដើម្បីរួមចំណែកលើកកម្ពស់ការអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ចជាតិ ក្នុងការឈានទៅសម្រេចគោលដៅអភិវឌ្ឍន៍ជាតិ និងការចាកចេញពីក្រុមប្រទេសមានការអភិវឌ្ឍតិចតួច ក៏ដូចជាសម្រេចចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៣០ និងឆ្នាំ២០៥០ ។ ក្នុងស្មារតីនេះ, រាជរដ្ឋាភិបាលបានសម្រេចដាក់ឱ្យអនុវត្តនូវយុទ្ធសាស្រ្តស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ឆ្នាំ២០២៤-២០២៨ នាថ្ងៃទី២៩ ខែធ្នូ ឆ្នាំ២០២៣ ។ ដើម្បីគាំទ្រដល់ការអនុវត្តយុទ្ធសាស្រ្ត ប្រកបដោយប្រសិទ្ធភាព និងបរិយាន្ន, រាជរដ្ឋាភិបាលបានរៀបចំសេសេចក្តីណែនាំស្តីពីយន្តការភាពជាដៃគូ និងឧបករណ៍នៃយុទ្ធសាស្រ្ត ក្នុងគោលដៅពង្រឹងភាពជាដៃគូជាមួយបណ្តាតួអង្គអភិវឌ្ឍន៍ និងលើកកម្ពស់តម្លាភាព, គណនេយ្យភាព និងស័ក្តិសិទ្ធិភាពក្នុងកិច្ចសហប្រតិបត្តិការ ។
ជាលទ្ធផល, កិច្ចពិគ្រោះយោបល់នេះ បានប្រព្រឹត្តដោយជោគជ័យ តាមរយៈកិច្ចពិភាក្សា និងការផ្ដល់នូវធាតុចូល ក៏ដូចជាអនុសាសន៍ពីសំណាក់ក្រសួង-ស្ថាប័នពាក់ព័ន្ធ និងដៃគូអភិវឌ្ឍន៍សម្រាប់ការកែលម្អសេចក្ដីព្រាងសេចក្ដីណែនាំ ។
ក្នុងសុន្ទរកថាបិទ ឯកឧត្តមអគ្គលេខាធិការ បានវាយតម្លៃខ្ពស់ និងកោតសរសើរចំពោះការចូលរួមយ៉ាងសកម្ម និងការផ្តល់ធាតុចូលពីតំណាងក្រសួង ស្ថាប័ន, រដ្ឋបាលរាជធានី-ខេត្ត ព្រមទាំងដៃគូអភិវឌ្ឍន៍ទាំងអស់ ។ ជាមួយគ្នានេះ, ឯកឧត្តមអគ្គលេខាធិការ បានសំដែងការជឿជាក់យ៉ាងមុតមាំថា កិច្ចប្រជុំនេះនឹងរួមចំណែកក្នុងការបន្ដពង្រឹងកិច្ចសហការដ៏រឹងមាំរវាងរដ្ឋាភិបាល និងគ្រប់តួអង្គពាក់ព័ន្ធទាំងអស់ ដែលរួមចំណែកយ៉ាងសំខាន់ដល់ការអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ចកម្ពុជា ក្នុងនីតិកាលទី៧ នៃរដ្ឋសភានេះ ៕

On April 19, 2024, at the office of the Council for the Development of Cambodia, H.E. Rith Vuthy, Secretary-General of the Cambodian Development and Cooperation Board of the Council for the Development of Cambodia (CDCB/CDC), chaired a consultative meeting on Guidelines of Partnership Mechanisms and Tools of the Development Cooperation and Partnerships Strategy (DCPS) 2024-2028. The main purpose of the meeting was to discuss, collect inputs, and gather recommendations for the finalization of the draft guidelines.
To begin with, H.E. Secretary-General warmly welcomed the high-level representatives of the Royal Government from relevant ministries and institutions, the Capital-Provincial Board of Governors, as well as all development partners who attended the meeting physically and virtually via Zoom. In his opening remarks, H.E. Secretary-General emphasized the government's commitment to recognizing the vital role of Official Development Assistance (ODA) and strengthening cooperation with all development actors. This commitment aims to help Cambodia’s socio-economic progress, meet national development goals, transition away from being classified as a least developed country, and achieve the agenda for 2030 and 2050. In this spirit, the Royal Government has decided to implement the Development Cooperation and Partnerships Strategy 2024-2028 on December 29, 2023. To support the effective and inclusive implementation of the strategy, the Royal Government has prepared guidelines on partnership mechanisms and tools aimed at strengthening partnerships with development actors and promoting transparency, accountability, and effectiveness in development cooperation.
As a result, the consultation successfully discussed, gathered fruitful inputs, and recommendations from relevant ministries and institutions and development partners for the revision of the draft guidelines.
In his concluding remarks, H.E. Secretary-General highly appreciated the active participation and input from representatives of ministries, institutions, capital-provincial administrations, and all development partners. Furthermore, H.E. Secretary-General expressed his strong belief that this meeting will contribute to further strengthening the strong cooperation between the Government and all relevant stakeholders, which significantly contributes to the socio-economic development of Cambodia in this 7th legislature of the National Assembly.
