ដោយទទួលបានការចាត់តាំងដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស អនុប្រធានទី ២ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, នាព្រឹកថ្ងៃព្រហស្បតិ៍ ១១កើត ខែកត្តិក ឆ្នាំថោះ បញ្ចស័ក ព.ស.២៥៦៧ ត្រូវនឹងថ្ងៃទី២៣ ខែវិច្ឆិកា ឆ្នាំ២០២៣ នៅវិមានរដ្ឋាភិបាល ឯកឧត្ដម អ៊ឹម សួរអគ្គលេខាធិការរងគណៈកម្មាធិការសហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ស.អ.ក/ក.អ.ក) និង លោកស្រី Sandra BernKlau តំណាងមូលនិធិអង្គការសហប្រជាជាតិសម្រាប់ប្រជាជនប្រចាំកម្ពុជា (UNFPA Cambodia) បានធ្វើជាសហប្រធានដឹកនាំកិច្ចប្រជុំស្តីពីការពិនិត្យវឌ្ឍនភាពប្រចាំឆ្នាំ២០២៣ ក្នុងការអនុវត្តផែនការសកម្មភាពកម្មវិធីប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ (Country Programme Action Plan-CPAP) របស់ UNFPA Cambodia និងការកំណត់អាទិភាពសម្រាប់ឆ្នាំ២០២៤ រវាងរាជរដ្ឋាភិបាលកម្ពុជា និងមូលនិធិសហប្រជាជាតិសម្រាប់ប្រជាជន ។ កិច្ចប្រជុំនេះមានការអញ្ជើញចូលរួមពីលោកជំទាវ ឯកឧត្តម ជារដ្ឋលេខាធិការ អនុរដ្ឋលេខាធិការ និងតំណាងជាន់ខ្ពស់ក្រសួង-ស្ថាប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាល, ដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាល និងភាគីពាក់ព័ន្ធទាំងអស់សរុប ៧០ រូប ។
ការអនុវត្តផែនការសកម្មភាព ឆ្នាំ២០១៩-២០២៣ សម្រេចបានសមិទ្ធផលគួរឱ្យកត់សម្គាល់លើលទ្ធផល (Outcome) ចំនួន ០៣ គឺ ១) សុខភាពផ្លូវភេទ និងការបន្តពូជ ២) ការអប់រំក្មេងជំទង់ និងយុវជន និង ៣) ជីវភាពប្រជាជន ។ គួរបញ្ជាក់ផងដែរថា UNFPA Cambodia បានបើកផ្ដល់ហិរញ្ញប្បទាន ប្រមាណ ១១ លានដុល្លារ (ប្រហែល ២ លានដុល្លារ/មួយឆ្នាំ) សម្រាប់អនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ ។ ទន្ទឹមនឹងនេះ UNFPA Cambodia សហការជាមួយក្រសួង-ស្ថាប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាល បានរៀបចំផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេសថ្មី ឆ្នាំ២០២៤-២០២៨ និងបានផ្ដល់សុពលភាពនាខែកញ្ញា ឆ្នាំ២០២៣ ។
ថ្លែងក្នុងកិច្ចប្រជុំ ឯកឧត្ដម អ៊ឹម សួរ បានវាយតម្លៃខ្ពស់ចំពោះវឌ្ឍនភាពការងារឆ្នាំ២០២៣ នៃការអនុវត្ត ផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ និងបានសម្តែងនូវការជឿជាក់យ៉ាងមុតមាំថា អាទិភាពការងារដែលបានកំណត់សម្រាប់ឆ្នាំ២០២៤ និងកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេសថ្មី ឆ្នាំ២០២៤-២០២៨ នឹងពន្លឿនការសម្រេចបាននូវការងារអាទិភាពរបស់រាជរដ្ឋាភិបាល ដូចមានចែងក្នុងយុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី ១ ។ ឯកឧត្ដម ក៏បានកោតសរសើរពីកិច្ចប្រឹងប្រែងរបស់ UNFPA Cambodia ក្នុងការសម្រេចបាននូវសមិទ្ធិផលជាទីមោទនៈកន្លងមក និងការសហការយ៉ាងជិតសិ្នទ្ធជាមួយក្រសួង-ស្ថាប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាល ។
លោកស្រី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះ គ.ស.អ.ក/ក.អ.ក ដែលបានសហការ និងសម្របសម្រួលក្នុងការរៀបចំកិច្ចប្រជុំឆ្នាំនេះ ។ UNFPA Cambodia នឹងបន្តកិច្ចសហការជាមួយក្រសួង-ស្ថាប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាល ដើម្បីបន្តគាំទ្រដល់ការអភិវឌ្ឍសង្គម និងសេដ្ឋកិច្ចកម្ពុជា, ការសម្រេចបាននូវគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជា, ការចាកចេញពីក្រុមប្រទេសមានការអភិវឌ្ឍតិចតួច និងការសម្រចបាននូវរបៀបវារៈឆ្នាំ២០៣០ និងចក្ខុវិស័យកម្ពុជាឆ្នាំ២០៥០ ។
ជាកិច្ចបញ្ចប់ ឯកឧត្ដម អ៊ឹម សួរ បានថ្លែងអំណរគុណដល់ UNFPA Cambodia, លោកជំទាវ,ឯកឧត្តម, លោក, លោកស្រី ដែលបានចំណាយពេលវេលាដ៏មានតម្លៃចូលរួមក្នុងកិច្ចប្រជុំ និងបានផ្តល់នូវធាតុចូលសំខាន់ៗ សម្រាប់កំណត់ផែនការអាទិភាពសម្រាប់ឆ្នាំ២០២៤ ។ ឯកឧត្ដម ក៍បានបង្ហាញពីគោលជំហររបស់ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ក្នុងការបន្តសហការជាមួយ UNFPA Cambodia, ក្រសួង-ស្ថាប័នរបស់រាជរដ្ឋាភិបាល និងដៃគូពាក់ព័ន្ធទាំងអស់ ដើម្បីធានានូវការសម្រេចបានលទ្ធផលដែលបានរំពឹងទុក ៕

On November 23, 2023 at Palais du Gouvernement, as appointed by His Excellency CHHIENG YANARA, Senior Minister in Charge of Special Missions and Second-Vice Chairman of the Council for the Development of Cambodia, His Excellency IM SOUR, Deputy Secretary General of the Cambodian Development Cooperation Board of the Council for the Development of Cambodia (CDCB/CDC) and Ms. Sandra Bernklau, Country Representative of the United Nations Population Fund in Cambodia (UNFPA Cambodia), co-chaired a Meeting on the 2023 Annual Review of the Implementation of UNFPA’s Country Programme Action Plan-CPAP 2019-2023 and Priorities Setting for 2024 between the Royal Government of Cambodia and the UNFPA Cambodia.
The meeting was attended by His/Her Excellency Secretaries of State, Under Secretaries of State, and high representatives from line ministries of the Royal Government, development partners, NGOs, and relevant stakeholders with a total of 70 participants.
It is worth noting that the current Country Programme Action Plan 2019–2023 for cooperation and partnership to support the Royal Government will be completed by the end of 2023. The implementation of the CPAP 2019-2023 has achieved remarkable achievements on three outcomes including 1) sexual and reproductive health, 2) adolescent and youths, and 3) population dynamics. At the same time, UNFPA Cambodia has already developed a new Country Programme Action Plan 2024–2028 and has held a validation workshop in September 2023.
His Excellency IM SOUR highly valued the progress made in 2023 in implementing the CPAP 2019-2023 and expressed his firm belief that the set priorities for 2024 and the new CPAP 2024-2028 will contribute significantly to the development of Cambodia and accelerate the achievement of the Royal Government’s priorities as articulated in the Pentagonal Strategy - Phase 1. His Excellency also expressed that he highly commended the efforts of UNFPA Cambodia in achieving the past results and their close cooperation with the Royal Government.
Ms. Sandra Bernklau expressed her profound gratitude to the CDCB/CDC for cooperating and coordinating in the preparation of this annual meeting. UNFPA Cambodia will continue to cooperate with relevant government ministries and institutions to continue to support the socio-economic development of Cambodia, especially in socio-economic recovery, the achievement of the Cambodia Sustainable Development Goals (CSDGs), the attainment of LDC graduation, and the realization of 2030 Agenda and Vision 2050.
In conclusion, His Excellency Im Sour expressed his sincere thanks to UNFPA Cambodia, His/Her Excellencies, and all distinguished guests for spending their valuable time to attend the meeting and for providing significant inputs for setting priorities for 2024 in implementing CPAP 2024-2028. His Excellency also reaffirmed the CDC’s commitments to continuing cooperation with UNFPA Cambodia, line ministries and institutions, as well as all relevant stakeholders, to ensure the achievement of the expected outcomes.
