នាព្រឹកថ្ងៃសុក្រ ១២កើត ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស. ២៥៦៩ ត្រូវនឹងថ្ងៃទី៣០ ខែមករា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម រ៉ិត វុទ្ធី អគ្គលេខាធិការនៃគណៈកម្មាធិការសហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ស.អ.ក/ក.អ.ក) បានដឹកនាំកិច្ចពិគ្រោះយោបល់ជាមួយតួអង្គអភិវឌ្ឍន៍ ស្តីពីប្រសិទ្ធភាពនៃហិរញ្ញប្បទានសហប្រតិបត្តិការ ។ កិច្ចប្រជុំមានការអញ្ជើញចូលរួមពីតំណាងអង្គការ គណៈកម្មាធិការសហប្រតិបត្តិការដើម្បីកម្ពុជា, អង្គការសម្ព័ន្ធភាពដៃគូដើម្បីការអភិវឌ្ឍតាមបែបប្រជាធិបតេយ្យ និងវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល ស្តីពីកម្ពុជា ។ គោលដៅចម្បងគឺដើម្បីពិភាក្សា និងផ្តល់អនុសាសន៍លើសេចក្តីព្រាងសកម្មភាពអាទិភាពរបស់អង្គការសង្គមស៊ីវិល ដែលជាមូលដ្ឋានក្នុងការរៀបចំរបាយការណ៍លទ្ធផល ដើម្បីអនុម័តក្នុងកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិ ។
ជាកិច្ចចាប់ផ្តើម, ឯកឧត្តម រ៉ិត វុទ្ធី បានសម្តែងការស្វាគមន៍ចំពោះតំណាងអង្គការសង្គមស៊ីវិល ដែលបានអញ្ជើញចូលរួមកិច្ចប្រជុំនេះ ។ ក្នុងសុន្ទរកថាស្វាគមន៍, ឯកឧត្តម បានគូសបញ្ជាក់អំពីការប្តេជ្ញារបស់កម្ពុជាក្នុងការសហការជាមួយតួអង្គអភិវឌ្ឍន៍រៀបចំការអង្កេតលើកទី ៤ ស្តីពីភាពជាដៃគូសកល ក្នុងគោលដៅលើកកម្ពស់ស័ក្តិសិទ្ធភាពក្នុងកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ។ ជាមួយគ្នានេះ, ឯកឧត្តម បានសង្កត់ធ្ងន់អំពីបញ្ហាប្រឈមគន្លឹះដែលបានកំណត់ក្នុងរបាយការណ៍លទ្ធផលនៃការអង្កេតលើកទី ៤ និងរបាយការណ៍លទ្ធផលស្តីពីប្រសិទ្ធភាពនៃក្របខណ្ឌលទ្ធផល រួមមាន៖ គណនេយ្យភាព និងការសម្របសម្រួលរបស់អង្គការសង្គមស៊ីវិលនៅថ្នាក់ជាតិ និងតាមវិស័យ; ការពង្រឹងលំហរចូលរួមរបស់អង្គការសង្គមស៊ីវិលក្នុងកិច្ចអភិវឌ្ឍន៍ជាតិ និងកិច្ចពិគ្រោះយោបល់; និងការគាំទ្ររបស់រាជរដ្ឋាភិបាល ព្រមទាំងដៃគូអភិវឌ្ឍន៍ សម្រាប់កិច្ចសហប្រតិបត្តិការជាមួយអង្គការសង្គមស៊ីវិលនៅក្នុងប្រទេស ។
គួរកត់សម្គាល់ថា កម្ពុជាបានចូលរួមក្នុងការធ្វើអង្កេតភាពជាដៃគូសកលសម្រាប់ប្រសិទ្ធភាពកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ចំនួន ៣លើក រួចមកហើយ ពោលគឺឆ្នាំ២០១៤, ឆ្នាំ២០១៦ និង ឆ្នាំ២០១៨ ដោយបានសហការជាមួយតួអង្គអភិវឌ្ឍន៍ពាក់ព័ន្ធ សម្រាប់ការអង្កេតនីមួយៗ ។ កម្ពុជាបានបន្តចូលរួមការធ្វើអង្កេតសកលលើកទី ៤ ក្នុងឆ្នាំ ២០២៤ ដោយកិច្ចដំណើរការមានវឌ្ឍនភាពល្អប្រសើរ និងឈានដល់ដំណាក់កាលចុងក្រោយ គឺការរៀបចំកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិ ។
កិច្ចប្រជុំបានប្រព្រឹត្តទៅដោយជោគជ័យ តាមរយៈការធ្វើបទបង្ហាញរបស់ក្រុមការងារគាំទ្រសកល, ការផ្តល់ធាតុចូល និងឯកភាពជាគោលការណ៍លើសេចក្តីព្រាងសកម្មភាពអាទិភាពរបស់អង្គការសង្គមស៊ីវិល ។ ជំហានបន្ទាប់, រាជរដ្ឋាភិបាលនឹងរៀបចំកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិ ជាមួយតួអង្គអភិវឌ្ឍន៍ ដើម្បីអនុម័តរបាយការណ៍លទ្ធផល ។
ក្នុងសុន្ទរកថាបិទ, ឯកឧត្តមអគ្គលេខាធិការ បានវាយតម្លៃខ្ពស់ និងកោតសរសើរចំពោះការចូលរួមយ៉ាងសកម្មពីតំណាងអង្គការសង្គមស៊ីវិលទាំងអស់ ។ ជាមួយគ្នានេះ, ឯកឧត្តម ក៏បានសម្តែងការជឿជាក់យ៉ាងមុតមាំថា លទ្ធផលនៃកិច្ចប្រជុំនឹងរួមចំណែកដល់ការរៀបចំកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិ ដែលជាកិច្ចដំណើរការចុងក្រោយនៃការអង្កេតសកលលើកទី ៤ នេះ ។

On Monday, 30 January 2026, at the Palais du Gouvernement of the Council for the Development of Cambodia (CDC) held a development actors’ consultation on aid effectiveness, chaired by His Excellency Rith Vuthy, Secretary General of the Cambodian Development Cooperation Board of the Council for the Development of Cambodia (CDCB/CDC). The consultation was attended by representatives from Cooperation Committee for Cambodia, Coalition for Partnership in Democratic Development and NGO Forum on Cambodia. The objectives of the consultation were to discuss and provide recommendations on the draft of key priority actions of Civil Society Organizations (CSOs) as the foundation for the preparation of outcome document to be endorsed at the multi-stakeholder Action Dialogue.
In his opening remarks, His Excellency Secretary General extended a warm welcome to all representatives from CSOs to participate in the meeting. He highlighted Cambodia’s commitment in collaborate with development actors to participate in the 4th round of Global Partnership for Effective Development Cooperation (GPEDC) monitoring aiming to enhance the effectiveness of development cooperation. At the same time, he strongly emphasized on key issues identified in the results of the 4th round of GPEDC monitoring and the report on the effective results framework, particularly in the following areas such as: the accountability and coordination of CSOs at national and sectoral levels; the operating environment for CSOs participation in development efforts and dialogue; and the support from government and development partners for cooperation and dialogue with CSOs in Cambodia.
Noticeably, Cambodia has participated in previous rounds of GPEDC monitoring in 2014, 2016, and 2018, in collaboration with relevant development actors. Cambodia has continued its participation in the 4th Global Monitoring Round in 2024, with the process showing significant progress and reaching its final stage, which is the national multi-stakeholder consultation.
The consultation was successfully held with a presentation by the Joint Support Team, along with inputs and consensus in principle from CSOs on the draft of key priority actions for the CSOs. Moving forward, the Royal Government of Cambodia will convene a multi-stakeholder Action Dialogue with development actors for the endorsement of the outcome document.
In his closing remarks, His Excellency highly appreciated the active participation from all CSOs representatives. Furthermore, he expressed his strong belief that this outcomes of the consultation will contribute to the preparation of the multi-stakeholder Action Dialogue, which concludes Cambodia’s participation in the final phase of the 4th round of GPEDC monitoring.
