នាព្រឹកថ្ងៃអង្គារ ១១រោច ខែពិសាខ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី១២ ខែឧសភា ឆ្នាំ២០២៦ នៅទីស្តីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក), ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកបេសកកម្មពិសេស អនុប្រធានទី ២ នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក.) និងលោកជំទាវ Vladanka Andreeva តំណាងប្រធានសម្របសម្រួលប្រព័ន្ធអង្គការសហប្រជាជាតិប្រចាំកម្ពុជា (UN Resident Coordinator to Cambodia) បានដឹកនាំកិច្ចប្រជុំលើកទី១ នៃគណៈកម្មាធិការដឹកនាំការងាររួម (1st Joint Steering Committee–JSC) ។ កិច្ចប្រជុំនេះមានគោលបំណង ពិនិត្យនិងពិភាក្សាលើវឌ្ឍនភាពប្រចាំឆ្នាំ២០២៥ និងលើកទិសដៅការងារអាទិភាពឆ្នាំ២០២៦ នៃការអនុវត្ដក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ ឆ្នាំ២០២៤-២០២៨ (United Nations Sustainable Development Cooperation Framework – UNSDCF 2024-2028) ។ កិច្ចប្រជុំនេះមានការអញ្ជើញចូលរួមពី ឯកឧត្តម លោកជំទាវ លោក លោកស្រីតំណាងក្រសួង-ស្ថាប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាលចំនួន២៧ និងតំណាងជាន់ខ្ពស់មកពីបណ្ដាស្ថាប័ននៃអង្គការសហប្រជាជាតិ សរុប៩០ រូប ។
ជាកិច្ចចាប់ផ្ដើម ឯកឧត្តមទេសរដ្ឋមន្រ្ដី បានសម្តែងនូវការស្វាគមន៍យ៉ាងកក់ក្តៅចំពោះ ឯកឧត្តម លោកជំទាវ លោក លោកស្រីតំណាងក្រសួង-ស្ថាប័នពាក់ព័ន្ធ និងតំណាងជាន់ខ្ពស់មកពីបណ្ដាស្ថាប័ននៃអង្គការសហប្រជាជាតិ ដែលបានចំណាយពេលវេលាដ៏មានតម្លៃចូលរួមក្នុងកិច្ចប្រជុំនាព្រឹកនេះ និងបានវាយតម្លៃខ្ពស់ចំពោះកិច្ចសហប្រតិបត្តិការដ៏ល្អរវាងរាជរដ្ឋាភិបាលកម្ពុជា និងប្រព័ន្ធអង្គការសហប្រជាជាតិដោយសម្រេចបានលទ្ធផលផ្លែផ្កាជាច្រើនតាមរយៈការអនុវត្តក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ ឆ្នាំ២០២៤-២០២៨ (United Nations Sustainable Development Cooperation Framework 2024-2028) កន្លងមក ។ ឯកឧត្តមទេសរដ្ឋមន្រ្ដី បានរំព្ញកជូនអង្គប្រជុំពីសាវតា និងសារៈសំខាន់នៃការបង្កើតគណៈកម្មាធិការដឹកនាំការងាររួម ដែលមានតួនាទីក្នុងការពិនិត្យ តាមដានវឌ្ឍនភាព និងផ្ដល់អនុសាសន៍ជាមូលដ្ឋានដើម្បីដោះស្រាយបញ្ហាប្រឈមនានាក្នុងអំឡុងពេលនៃការអនុវត្ដ UNSDCF 2024-2028 ។
លោកជំទាវ Vladanka Andreeva បានសម្តែងនូវការសរសើរចំពោះភាពជាដៃគូដ៏រឹងមាំរវាងរាជរដ្ឋាភិបាលកម្ពុជានិងអង្គការសហប្រជាជាតិក្នុងការអនុវត្តក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ។ លោកជំទាវបានគូសបញ្ជាក់វឌ្ឍនភាពសំខាន់នៃការអភិវឌ្ឍដែលកម្ពុជាសម្រេចបាននិងបានរំលេចពីបញ្ហាប្រឈមថ្មីៗដែលតម្រូវឲ្យមានកិច្ចខិតខំរួមគ្នាដើម្បីដោះស្រោយ។
លោកជំទាវបានមានប្រសាសន៍ថា៖ «កិច្ចប្រជុំគណៈកម្មាធិការដឹកនាំការងាររួម គឺជាឱកាសដ៏សំខាន់មួយសម្រាប់ពិនិត្យឡើងវិញនូវសមិទ្ធផលដែលយើងសម្រេចបានរួមគ្នាក្នុងឆ្នាំ២០២៥កន្លងមក ព្រមទាំងឯកភាពលើអាទិភាពឆ្នាំ២០២៦ ។ អង្គការសហប្រជាជាតិ នៅតែបន្តប្តេជ្ញាធ្វើការយ៉ាងជិតស្និទ្ធជាមួយរាជរដ្ឋាភិបាលកម្ពុជា និងដៃគូពាក់ព័ន្ធ ដើម្បីសម្រេចលទ្ធផលជាក់ស្តែងសម្រាប់ប្រជាជន និងគាំទ្រដល់វឌ្ឍនភាពឆ្ពោះទៅរកគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព។ »
អង្គប្រជុំបានប្រព្រឹត្តទៅដោយទទួលបានលទ្ធផលផ្លែផ្កា តាមរយៈបទបង្ហាញ និងកិច្ចពិភាក្សាផុលផុសពីតួអង្គពាក់ព័ន្ធ ព្រមទាំងការកំណត់អាទិភាពជំហានបន្ទាប់ ។ ទន្ទឹមនេះអង្គប្រជុំបានអនុម័តលក្ខខណ្ឌយោងការងាររបស់គណៈកម្មាធិការដឹកនាំការងាររួម (JSC’s Term of Reference) ដែលនឹងក្លាយជាយន្ដការសម្រាប់បង្កើនប្រសិទ្ធភាពការសម្របសម្រួល និងតាមដាន នៃការអនុវត្តក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ ឆ្នាំ២០២៤-២០២៨ ។ ជាមួយគ្នានេះ អង្គប្រជុំបានវាយតម្លៃខ្ពស់ចំពោះសមិទ្ធផលសម្រេចបានក្នុងឆ្នាំ២០២៥ នៃការអនុវត្តក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ ឆ្នាំ២០២៤-២០២៨ ពិសេសការចូលរួមរបស់ភាគីពាក់ព័ន្ធក្នុងការជម្រុញការអភិវឌ្ឍក្នុងវិស័យ និងអនុវិស័យមួយចំនួនដូចជា វិស័យសុខាភិបាល, វិស័យអប់រំ, វិស័យបរិស្ថាន, វិស័យពិការភាព, ការអភិវឌ្ឍធនធានមនុស្ស, ការលើកម្ពស់ប្រព័ន្ធគាំពារសង្គម, ប្រព័ន្ធអភិបាលកិច្ច និងការបោសសំអាតមីន ។ សមិទ្ធផលទាំងនេះពិតជាបានបំពេញបន្ថែមដល់កិច្ចខិតខំប្រឹងប្រែងរបស់រាជរដ្ឋាភិបាលក្នុងការជម្រុញកំណើនសេដ្ឋកិច្ចប្រកបដោយចីរភាព ។
អង្គប្រជុំបានរំលេចនូវអាទិភាពជាយុទ្ធសាស្រ្ដចំនួន ៣ ក្នុងការអនុវត្ដកិច្ចការងារបន្ដរបស់ UNSDCF 2024-2028 រួមមាន៖
១. ត្រូវបន្ដពង្រឹងភាពស៊ីសង្វាក់គ្នារវាងអាទិភាពគោលនយោបាយ និងការអនុវត្ត ជាពិសេសនៅកម្រិតថ្នាក់ក្រោមជាតិ ដើម្បីធានាឱ្យលទ្ធផលដែលសម្រេចបានមានប្រសិទ្ធភាពខ្ពស់ និងឆ្លើយតបទៅនឹងតម្រូវការរបស់ប្រជាពលរដ្ឋ ។
២. ត្រូវលើកកម្ពស់ប្រសិទ្ធភាពនៃការប្រើប្រាស់ហិរញ្ញប្បទានសហប្រតិបត្តិការអភិវឌ្ឍន៍ ជាពិសេសក្នុងបរិបទនៃបម្រែបម្រួលទិដ្ឋភាពហិរញ្ញវត្ថុសកល ។ ក្នុងនោះរួមមាន ការកៀរគរហិរញ្ញប្បទានប្រកបដោយនវានុវត្តន៍ការពង្រឹងការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ និងតម្រឹមការប្រើប្រាស់ធនធានឱ្យស្របតាមអាទិភាពអភិវឌ្ឍន៍ជាតិ ។
៣. ត្រូវពន្លឿនការអនុវត្ដការងារក្រោមអភិក្រមអន្ដវិស័យ ដើម្បីដោះស្រាយបញ្ហាប្រឈមនានាដូចជា ការប្រែប្រួលអាកាសធាតុ កិច្ចគាំពារសង្គម និងបរិវត្តកម្មសេដ្ឋកិច្ច ។
ជាកិច្ចបញ្ចប់, ឯកឧត្តមទេសរដ្ឋមន្រ្ដី បានវាយតម្លៃខ្ពស់ និងកោតសរសើរចំពោះការចូលរួមយ៉ាងសកម្មពីតំណាងក្រសួង-ស្ថាប័ន, និងតំណាងបណ្ដាស្ថាប័ននៃអង្គការសហប្រជាជាតិក្នុងកិច្ចប្រជុំនេះ ។ ជាមួយគ្នានេះ ឯកឧត្តម បានសម្ដែងការជឿជាក់ថា កិច្ចប្រជុំលើកទី១នេះ នឹងចូលរួមចំណែកក្នុងការពង្រឹងការអនុវត្ដក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ ឆ្នាំ២០២៤-២០២៨ ឱ្យកាន់តែមានប្រសិទ្ធភាពខ្ពស់។

On Tuesday, May 12, 2026, at the Council for the Development of Cambodia (CDC), His Excellency CHHIENG Yanara, Senior Minister in charge of Special Missions and Second Vice-chairman of CDC, and Her Excellency Vladanka Andreeva, United Nations Resident Coordinator (UNRC) to Cambodia, chaired the 1st Joint Steering Committee (JSC). The objective of the meeting was to review progress in 2025 on the implementation of the United Nations Sustainable Development Cooperation Framework 2024–2028 (UNSDCF 2024–2028), and to discuss and identify priority directions for 2026. The meeting was attended by a total of 90 participants, including representatives from 27 relevant ministries and institutions and senior representatives from the United Nations Country Team.
To begin with, His Excellency extended a warm welcome to senior representatives from the Royal Government of Cambodia (RGC), and representatives from the United Nations Country Team (UNCT) to participate in the meeting and expressed appreciation for the good cooperation between the RGC and UNCT, which has yielded many fruitful results through the implementation of UNSDCF 2024–2028.
His Excellency also informed the meeting about the background of the establishment of the JSC, which serves as the body to monitor, evaluate, and review challenges in implementing the UNSDCF 2024-2028. H.E. Vladanka Andreeva expressed her appreciation for the strong partnership between the Royal Government of Cambodia and the United Nations in implementing the UNSDCF 2024–2028. She highlighted the significant development progress Cambodia has achieved, as well as emerging challenges that require collective efforts.
Speaking at the meeting, Her Excellency said: “The Joint Steering Committee meeting is an important opportunity to take stock of what we have achieved together in 2025 and to agree on 2026 priorities. The United Nations remains committed to working with the RGC and partners to deliver results for people and support progress toward the Sustainable Development Goals.”
The meeting was successfully held, with presentations and fruitful discussions among relevant stakeholders, and key priorities and next steps were identified. The meeting also yielded fruitful outcomes through the adoption of the JSC’s Terms of Reference, which will serve as a key document for strengthening coordination and monitoring of the implementation of UNSDCF 2024–2028. In addition, the meeting highly appreciated the achievements made in 2025 under the implementation of the UNSDCF 2024–2028, particularly the active contributions from relevant stakeholders in promoting development across several priority sectors and sub-sectors, including health, education, environment, disability inclusion, human resource development, social protection systems, governance system, and supporting mine clearance. These achievements have significantly contributed to the RGC’s efforts to promote sustainable economic growth.
The meeting highlighted three strategic priorities in implementing the UNSDCF's 2024-2028, including:
- To strengthen coherence between policy ambition and implementation capacity, particularly at sub-national levels, to ensure that national reforms translate into tangible outcomes for citizens.
To enhance financing effectiveness, especially in the context of a changing global financial landscape. This includes mobilizing innovative financing, improving public financial management, and ensuring better alignment of resources with national priorities.
- To accelerate integrated cross-sectoral approaches, recognizing that challenges such as climate change, social protection, and economic transformation are deeply interconnected.
To conclude, His Excellency highly appreciated the active participation of representatives from all the RGC and UNCT. Furthermore, he expressed his strong belief that this first meeting would contribute to strengthening the effective implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024–2028.
