នាព្រឹកថ្ងៃពុធ ២រោច ខែមាឃ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស. ២៥៦៩ ត្រូវនឹងថ្ងៃទី៤ ខែកុម្ភៈ ឆ្នាំ២០២៦ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស អនុប្រធានទី ២ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក.) បានទទួលជំនួបសម្ដែងការគួរសមរបស់លោកជំទាវ Vladanka Andreeva ប្រធានតំណាងសម្របសម្រួលប្រព័ន្ធអង្គការសហប្រជាជាតិ (អ.ស.ប.) តែងតាំងថ្មី ប្រចាំកម្ពុជា ។
ក្នុងជំនួបនេះ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានស្វាគមន៍យ៉ាងកក់ក្ដៅ និងសម្ដែងការអបអរសាទរចំពោះ លោកជំទាវ Vladanka Andreeva ដែលត្រូវបានតែងតាំងជាអ្នកសម្របសម្រួលថ្មីរបស់ប្រព័ន្ធ អ.ស.ប. ប្រចាំកម្ពុជា ព្រមទាំងបញ្ជាក់ពីតួនាទីសំខាន់របស់ប្រព័ន្ធ អ.ស.ប. ក្នុងការគាំទ្រដល់ការអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ច និងការលើកកម្ពស់សុខុមាលភាពប្រជាជនកម្ពុជាកន្លងមក ។ ជាមួយគ្នានេះ, ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានវាយតម្លៃខ្ពស់ចំពោះវឌ្ឍនភាពក្នុងការអនុវត្ដក្របខណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់អង្គការសហប្រជាជាតិ (United Nations Sustainable Development Cooperation Framework – UNSDCF UNSDCF) ឆ្នាំ២០២៤–២០២៨ កន្លងមក ។ លើសពីនេះ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានគូសបញ្ជាក់បន្ថែមថា កិច្ចសហប្រតិបត្តិការរបស់ប្រព័ន្ធ អ.ស.ប. ក៏បានរួមចំណែកយ៉ាងសំខាន់ក្នុងការគាំទ្រដល់កិច្ចខិតខំប្រឹងប្រែងរបស់រាជរដ្ឋាភិបាលកម្ពុជា តាមរយៈការយកចិត្តទុកដាក់ខ្ពស់ក្នុងការជំរុញការអភិវឌ្ឍវិស័យអប់រំ និងការបណ្តុះបណ្តាលវិជ្ជាជីវៈ វិស័យសុខភាពសាធារណៈ និងអាហារូបត្ថម្ភ ប្រព័ន្ធគាំពារសង្គម ការលើកកម្ពស់ភាពធន់ និងការផ្ដល់ជំនួយមនុស្សធម៌ដល់ជនភៀសសឹក ព្រមទាំងការគាំទ្រដំណើរការចាកចេញពីចំណាត់ក្រុមប្រទេសអភិវឌ្ឍន៍តិចតួច ។
ជាការឆ្លើយតប, លោកជំទាវ Vladanka Andreeva បានសម្ដែងនូវសេចក្ដីសោមនស្សរីករាយ ដែលបានមកបំពេញភារកិច្ចជាអ្នកសម្របសម្រួលថ្មីរបស់ប្រព័ន្ធ អ.ស.ប. ប្រចាំកម្ពុជា និងបានកោតសរសើរចំពោះការដឹកនាំប្រកបដោយចក្ខុវិស័យរបស់រាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការជំរុញការអភិវឌ្ឍប្រកបដោយចីរភាព ការលើកកម្ពស់សមធម៌សង្គម និងការពង្រឹងភាពធន់នៃសេដ្ឋកិច្ចជាតិ ។ ជាមួយគ្នានេះ លោកជំទាវបានបញ្ជាក់ពីការប្តេជ្ញាចិត្តបន្តពង្រឹងកិច្ចសហប្រតិបត្តិការជិតស្និទ្ធជាមួយរាជរដ្ឋាភិបាលកម្ពុជា និងស្ថាប័នពាក់ព័ន្ធ ដើម្បីធានាឱ្យការអនុវត្ត UNSDCF ទទួលបានលទ្ធផលជាក់ស្តែង និងឆ្លើយតបទៅនឹងអាទិភាពអភិវឌ្ឍន៍ជាតិ ។ ក្នុងនោះ ភាគីទាំងពីរបានបញ្ជាក់អំពីសារៈសំខាន់ក្នុងការរៀបចំកិច្ចប្រជុំគណៈកម្មាធិការប្រតិបត្តិរួម (Joint Steering Committee – JSC) ដែលជាយន្ដការភាពជាដៃគូរវាងរាជរដ្ឋាភិបាល និងប្រព័ន្ធអ.ស.ប. ក្នុងការតាមដាន វាយតម្លៃ និងផ្តល់ទិសដៅជាយុទ្ធសាស្រ្ដលើការអនុវត្ដ UNSCDF ។ បន្ថែមលើនេះ ភាគីទាំងពីរបានឯកភាពគ្រោងរៀបចំកិច្ចប្រជុំ JCS នាពាក់កណ្ដាលឆ្នាំ ២០២៦ និងកិច្ចសន្ទនារវាង សម្តេចមហាបវរធិបតីនាយករដ្ឋមន្ត្រីនៃព្រះរាជាណាចក្រកម្ពុជា ជាមួយប្រព័ន្ធ អ.ស.ប. ក្នុងឆ្នាំ២០២៧ ។
ជាទីបញ្ចប់, ភាគីទាំងពីរ បានបញ្ជាក់ឡើងវិញនូវការប្តេជ្ញាចិត្តរួម ក្នុងការពង្រឹងភាពជាដៃគូ បន្តជំរុញការសម្របសម្រួល ការពិគ្រោះយោបល់ និងកិច្ចសហការយ៉ាងជិតស្និតរវាងរាជរដ្ឋាភិបាល និង អ.ស.ប. ដើម្បីគាំទ្រដល់ការអភិវឌ្ឍប្រកបដោយចីរភាព និងការសម្រេចបាននូវគោលដៅអភិវឌ្ឍន៍ជាតិរបស់កម្ពុជា។

On Wednesday, 4 February 2026, at the Palais du Gouvernement of the Council for the Development of Cambodia (CDC), His Excellency CHHIENG Yanara, Senior Minister in charge of Special Missions and Second Vice-chairman of CDC, received a courtesy call by Her Excellency Vladanka Andreeva, the newly appointed United Nations Resident Coordinator (UNRC) to Cambodia.
H.E. Senior Minister warmly welcomed and congratulated H.E. Ms. Vladanka Andreeva on her appointment, while reaffirming the important role of the UN system in supporting Cambodia’s socio-economic development and in promoting the well-being of the Cambodian people. His Excellency further commended the progress in implementation of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024–2028. Furthermore, His Excellency emphasized that the cooperation of the UN system made a significant contribution to supporting the efforts of the RGC through strong attention to advancing development in key sectors, including education and technical and vocational training, public health and nutrition, social protection, resilience building and the provision of humanitarian assistance to internally displaced persons, as well as support for Cambodia’s Graduation from Least Developed Country.
In response, Her Excellency Vladanka Andreeva expressed her pleasure in assuming her role as the new United Nations Resident Coordinator in Cambodia and commended the visionary leadership of the RGC in promoting sustainable development, advancing social equity, and strengthening national economic resilience. She also reaffirmed her commitment to further strengthening close cooperation with the RGC and relevant institutions to ensure the effective implementation of the UNSDCF and its responsiveness to national development priorities. Both parties emphasized the importance of convening the Joint Steering Committee (JSC) as a partnership mechanism between the RGC and the UN system for monitoring, evaluation, and providing strategic policy guidance on the implementation of the UNSDCF. In this regard, both parties agreed to schedule the JSC meeting for mid-2026 and to convene the Dialogue between Samdech Moha Borvor Thipadei, Prime Minister of the Kingdom of Cambodia, and the United Nations system in 2027.
Both sides reaffirmed their shared commitment to further strengthening the partnership, promoting coordination, consultation, and close cooperation between the RGC and the UN system, in support of sustainable development and the achievement of Cambodia’s national development goals.
