នាព្រឹកថ្ងៃព្រហស្បតិ៍ ២រោច ខែផល្គុន ឆ្នាំម្សាញ់ សប្តស័ក ព.ស. ២៥៦៩ ត្រូវនឹងថ្ងៃទី៥ ខែមីនា ឆ្នាំ២០២៦ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកបេសកកម្មពិសេស អនុប្រធានទី ២ នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក.) បានដឹកនាំកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិលើសេចក្តីព្រាងសេចក្តីថ្លែងការណ៍ស្តីពីស័ក្តិសិទ្ធភាពក្នុងកិច្ចអភិវឌ្ឍន៍ ដែលមានការអញ្ជើញចូលរួមពីតំណាងក្រសួង-ស្ថាប័ន, ដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាល ចំនួនសរុប ៨០ រូប ។ គោលដៅចម្បងនៃកិច្ចពិគ្រោះយោបល់គឺ ដើម្បីពិនិត្យ និងពិភាក្សាលើសេចក្តីព្រាងសេចក្តីថ្លែងការណ៍ស្តីពីស័ក្តិសិទ្ធភាពក្នុងកិច្ចអភិវឌ្ឍន៍ដោយរាជរដ្ឋាភិបាលកម្ពុជានិងដៃគូអភិវឌ្ឍន៍ ។
ជាកិច្ចចាប់ផ្តើម, ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានសម្តែងមតិស្វាគមន៍ចំពោះតំណាងជាន់ខ្ពស់នៃក្រសួង ស្ថាប័នរបស់រដ្ឋាភិបាល, តំណាងដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាល ដែលបានអញ្ជើញចូលរួមកិច្ចពិគ្រោះយោបល់នេះ ។ ក្នុងសុន្ទរកថាស្វាគមន៍, ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានគូសបញ្ជាក់អំពីវឌ្ឍនភាពគន្លឹះនៃកិច្ចប្រឹងប្រែងរបស់រដ្ឋាភិបាលក្នុងការពង្រឹងភាពជាម្ចាស់ និងការដឹកនាំភាពជាដៃគូ សំដៅលើកកម្ពស់ស័ក្តិសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍នៅកម្ពុជា។ លើមូលដ្ឋាននេះ, រដ្ឋាភិបាលបានកំណត់អាទិភាពក្នុងការបន្តកសាងភាពជាដៃគូប្រកបដោយបរិយាបន្ន និងស័ក្តិសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ដែលមានចែងក្នុងយុទ្ធសាស្រ្តបញ្ចកោណ-ដំណាក់កាលទី១ និងយុទ្ធសាស្រ្តស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ។
កិច្ចពិគ្រោះយោបល់នេះជា វេទិកាដ៏មានសារ:សំខាន់មួយសម្រាប់តួអង្គអភិវឌ្ឍន៍ទាំងអស់ពិភាក្សា និងផ្តល់ធាតុចូលបន្ថែមលើសេចក្តីព្រាងសេចក្តីថ្លែងការណ៍ស្តីពីស័ក្តិសិទ្ធភាពក្នុងកិច្ចអភិវឌ្ឍន៍នេះ សំដៅឯកភាពជាគោលការណ៍លើខ្លឹមសារ និងយន្តការនៃការកសាងភាពជាដៃគូ ក្នុងបរិយាកាសនៃកិច្ចសហប្រតិបត្តិការ ការជឿទុកចិត្តគ្នា និងគណនេយ្យភាពទ្វេរទិស ។ សេចក្តីព្រាងសេចក្តីថ្លែងការណ៍ត្រូវបានរៀបចំឡើងដើម្បីឆ្លុះបញ្ចាំងពីការបេ្តជ្ញាកម្រិតនយោបាយ សកម្មភាពជាក់ស្តែង គណនេយ្យភាពទ្វេទិស ដែលជាការបេ្តជ្ញារួមគ្នារវាងរាជរដ្ឋាភិបាល និងតួអង្គអភិវឌ្ឍន៍ទាំងអស់ក្នុងកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍នៅកម្ពុជា។
សូមគូសបញ្ជាក់ថា កម្ពុជាបានចូលរួមការធ្វើអង្កេតសកលលើកទី ៤ ក្នុងឆ្នាំ ២០២៤ ដោយកិច្ចដំណើរការមានវឌ្ឍនភាពល្អប្រសើរ និងឈានដល់ដំណាក់កាលចុងក្រោយ គឺការរៀបចំកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិ ។ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជាបានសហការជាមួយក្រុមការងារគាំទ្រសកលក្នុងការរៀបចំសេចក្តីព្រាងសេចក្តីថ្លែងការណ៍ស្តីពីស័ក្តិសិទ្ធភាពក្នុងកិច្ចអភិវឌ្ឍន៍ ដោយផ្អែកលើធាតុចូលដែលផ្តល់ដោយតួអង្គអភិវឌ្ឍន៍ទាំងអស់ និងលទ្ធផលនៃការធ្វើអង្កេតសកលលើកទី៤ ។
កិច្ចពិគ្រោះយោបល់បានប្រព្រឹត្តទៅដោយជោគជ័យ តាមរយៈការធ្វើបទបង្ហាញរបស់ក្រុមការងារគាំទ្រសកល, កិច្ចពិភាក្សា និងការធ្វើសុពលភាពលើសេចក្តីព្រាង “សេចក្តីថ្លែងការណ៍ស្តីពីស័ក្តិសិទ្ធភាពក្នុងកិច្ចអភិវឌ្ឍន៍ដោយរាជរដ្ឋាភិបាលកម្ពុជា និងដៃគូអភិវឌ្ឍន៍” ។
ក្នុងសុន្ទរកថាបិទ, ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានវាយតម្លៃខ្ពស់ និងកោតសរសើរចំពោះការចូលរួមយ៉ាងសកម្មពីតំណាងក្រសួង-ស្ថាប័ន, ដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាលក្នុងកិច្ចពិគ្រោះយោបល់នេះ ។ ជាមួយគ្នានេះ, ឯកឧត្តម បានសំដែងការជឿជាក់យ៉ាងមុតមាំថា កិច្ចពិគ្រោះយោបល់នេះនឹងរួមចំណែកក្នុងការពង្រឹងប្រសិទ្ធភាពក្នុងកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍នៅកម្ពុជាដែលស្តែងចេញតាមរយៈសេចក្តីព្រាងសេចក្តីថ្លែងការណ៍ស្តីពីស័ក្តិសិទ្ធភាពក្នុងកិច្ចអភិវឌ្ឍន៍ដោយរាជរដ្ឋាភិបាលកម្ពុជានិងដៃគូអភិវឌ្ឍន៍ ។

On Thursday, 5 March 2026, at the Palais du Gouvernement, the Council for the Development of Cambodia (CDC) held a multi-stakeholder consultation on the draft declaration on enhancing development effectiveness, chaired by His Excellency Chhieng Yanara, Senior Minister in charge of Special Missions and Second Vice-Chairman of the Council for the Development of Cambodia. The consultation was attended by representatives from the ministries and institutions, development partners, and non-government organization approximately 80. The objectives of the consultation were to discuss the draft declaration on enhancing development effectiveness by the Royal Government of Cambodia and development partners.
To begin with, His Excellency extended a warm welcome to senior representatives from the Royal Government of Cambodia (RGC), development partners, and non-government organizations to participate in the meeting. In his opening remarks, His Excellency highlighted the key progress of the government’s efforts in strengthening ownership and leadership aimed at enhancing the effectiveness of Cambodia’s development cooperation. On this basis, the government has set priorities to continue building an inclusive and effective partnership for development cooperation, as outlined in the Pentagonal Strategy Phase I and the Development Cooperation and Partnership Strategy.
This consultation served as an important platform for all development actors to discuss and provide additional input on the draft declaration on enhancing development effectiveness, aiming to reach consensus in principle on the draft and on the mechanism for building partnerships within an environment of cooperation, mutual trust, and mutual accountability. This draft declaration has been prepared to reflect political commitment, concrete actions, and mutual accountability, representing a joint commitment between the Royal Government of Cambodia and all development actors in Cambodia’s development cooperation.
Noticeably, Cambodia has participated in the 4th GPEDC Monitoring Round in 2024, with the process showing significant progress and reaching its final stage, which is preparing the multi-stakeholder consultation. The Council for the Development of Cambodia (CDC) has collaborated with Joint Support Team (JST) in formulated a draft Declaration on Enhancing Development Effectiveness through drawing upon inputs from all development actors and the result of the 4th Monitoring round.
The consultation was successfully held with a presentation by the Joint Support Team, along with the discussion and validation of the draft of declaration on enhancing development effectiveness by the Royal Government of Cambodia and development partners.
In his closing remarks, His Excellency highly appreciated the active participation from all the Royal Government of Cambodia, development partners, and non-government organization representatives. Furthermore, he expressed his strong belief that this consultation will contribute to strengthening the effectiveness of development cooperation in Cambodia, as reflected in the draft declaration on enhancing development cooperation by the Royal Government of Cambodia and development partners.
