នារសៀលថ្ងៃពុធ ១៣កើត ខែអស្សុជ ឆ្នាំជូត ទោស័ក ព.ស.២៥៦៤ ត្រូវនឹងថ្ងៃទី៣០ ខែកញ្ញា ឆ្នាំ២០២០ នៅទីស្តីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា បានរៀបចំកិច្ចពិគ្រោះយោបល់កម្រិតនយោបាយស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ រវាងរាជរដ្ឋាភិបាលកម្ពុជា និងរដ្ឋាភិបាលសាធារណសហព័ន្ធអាល្លឺម៉ង់។ ភាគីកម្ពុជាដឹកនាំដោយឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍ កម្ពុជា (គ.ជ.នា/ក.អ.ក) ដោយមានការចូលរួមពីមន្រ្តីជាន់ខ្ពស់ និងមន្រ្តីជំនាញជាតំណាងមកពីក្រសួង-ស្ថាប័នពាក់ព័ន្ធនៃរាជរដ្ឋាភិបាលចំនួន ១០ ។ ចំណែកឯភាគីអាល្លឺម៉ង់ដឹកនាំដោយលោក Klaus Supp នាយកទទួលបន្ទុកកិច្ចការតំបន់ សម្រាប់ប្រទេសចិន អាស៊ីកណ្តាល អាស៊ីបូព៌ា ឡាវ និងកម្ពុជានៃក្រសួងសហព័ន្ធអាល្លឺម៉ង់សម្រាប់សហប្រតិបត្តិការសេដ្ឋកិច្ច និងការអភិវឌ្ឍ (BMZ) តាមប្រព័ន្ធបញ្ជូនរូបភាព និងសម្លេង (Video Conference) និងមានការចូលរួមដោយផ្ទាល់ពី ឯកឧត្តម Christian Berger ឯកអគ្គរដ្ឋទូតសាធារណរដ្ឋសហព័ន្ធអាល្លឺម៉ង់ប្រចាំព្រះរាជាណាចក្រកម្ពុជា និងមន្រ្តីជាន់ខ្ពស់ នៃស្ថានទូតអាល្លឺម៉ង់ សរុបទាំងអស់ចំនួន ៥០ រូប ។
ក្នុងបរិបទនៃការរីករាលដាលនៃជំងឺកូវីដ-១៩ នៅទូទាំងសកលលោក, កិច្ចពិគ្រោះយោបល់នាឆ្នាំនេះ ត្រូវបានដំណើរការតាមប្រក្រតីកម្មថ្មី (New normal) ហើយកិច្ចពិគ្រោះយោបល់កម្រិតនយោបាយនេះ គឺជាយន្តការពិគ្រោះយោបល់់ ដំណាក់កាលបញ្ចប់នៃកិច្ចពិគ្រោះយោបល់ទ្វេភាគីស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ឆ្នាំ២០២០ បន្ទាប់ពីកិច្ចពិគ្រោះយោបល់កម្រិតវិស័យទាំង ៥ ជាបន្តបន្ទាប់ ដែលត្រូវបានប្រព្រឹត្តទៅកាលពីថ្ងៃទី៧ -១១ ខែកញ្ញា ឆ្នាំ២០២០ កន្លងទៅ ។
គោលដៅចម្បងនៃកិច្ចពិគ្រោះយោបល់នេះ គឺដើម្បីពិនិត្យវឌ្ឍនភាពនៃការអនុវត្តគម្រោង/កម្មវិធីដែលផ្ដល់ហិរញ្ញប្បទានដោយភាគីអាល្លឺម៉ង់ និងសំណើគម្រោងថ្មីចំនួន ៦ គម្រោង ក្នុងទំហំហិរញ្ញប្បទានប្រមាណ ៣០ លានដុលា្លរ ដែលស្នើដោយក្រសួង-សា្ថប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាល ទៅភាគីអាល្លឺម៉ង់ ដើម្បីពិនិត្យ និងអនុម័តក្នុងកិច្ចចរចាទ្វេភាគី ស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ដែលគ្រោងនឹងប្រព្រឹត្តទៅនាឆ្នាំ២០២១ ខាងមុខ ។ ទន្ទឹមនឹងនេះ ភាគីទាំងពីរក៏បានពិភាក្សាលើទិដ្ឋភាពសំខាន់ៗនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជា-អាល្លឺម៉ង់ ដោយផ្តោតលើប្រធានបទចំនួន ៣ រួមមាន ១) ផលប៉ះពាល់នៃជំងឺកូវីដ-១៩ លើសង្គម-សេដ្ឋកិច្ច និងវិធានការឆ្លើយតបរបស់រាជរដ្ឋាភិបាល, ២) លំហរនយោបាយ និងសិទ្ធិពលរដ្ឋ និង ៣) ការគ្រប់គ្រងព្រៃឈើប្រកបដោយចីរភាព ។
ក្នុងកិច្ចពិគ្រោះយោបល់នេះ ភាគីអាល្លឺម៉ង់ក៏បានប្រកាសផ្តល់ហិរញ្ញប្បទានឥតសំណងបន្ថែមប្រមាណ ៧ លានអឺរ៉ូ ដើម្បីរួមចំណែកគាំទ្រដល់វិធានការឆ្លើយតបបន្ទាន់ទៅនឹងផលប៉ះពាល់នៃជំងឺកូវីដ-១៩ និងវិធានការសា្តរសេដ្ឋកិច្ចរបស់រាជរដ្ឋាភិបាលកម្ពុជា បន្ថែមលើការផ្តល់ហិរញ្ញប្បទានចំនួន ២,៥ លានអឺរ៉ូ កាលពីខែមីនា និងខែមិថុនា ឆ្នាំ២០២០ កន្លងទៅ ។
ចុងបញ្ចប់នៃកិច្ចពិគ្រោះយោបល់នេះ ភាគីទាំងពីរបានវាយតម្លៃខ្ពស់ចំពោះវឌ្ឍនភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ទ្វេភាគី និងឯកភាពលើអាទិភាពថ្មីៗស្របតាមបរិការណ៍សេដ្ឋកិច្ចសកលដែលកំពុងវិវត្តន៍យ៉ាងឆាប់រហ័សសម្រាប់កិច្ចសហប្រតិបត្តិការនាពេលអនាគត ។ ទន្ទឹមនឹងនេះ ក្នុងនាមរាជរដ្ឋាភិបាលកម្ពុជាឯកឧត្តម ឈៀង យ៉ាណារ៉ារដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះរដ្ឋាភិបាល និងប្រជាជនអាល្លឺម៉ង់ ដែលបានបន្តរួមចំណែកយ៉ាងសំខាន់ក្នុងកិច្ចអភិវឌ្ឍន៍របស់កម្ពុជា ៕

On Wednesday afternoon, September 30, 2020 at the Council for Development of Cambodia, the Political Dialogue on Development Cooperation between the Royal Government of Cambodia and the Government of the Federal Republic of Germany was held. The Cambodian delegation was led by His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for Development of Cambodia (CRDB/CDC) along with the participation of senior officials and technical officers from 10 ministries/agencies of the Royal Government. The German Side was led by Dr. Klaus Supp, Head of Division for China, Central Asia, East Asia, Laos and Cambodia of the Federal Ministry for Economic Cooperation and Development (BMZ) via video conference, and the presence of His Excellency Christian Berger, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Kingdom of Cambodia and senior officials of the German Embassy, approximately 50 participants in total.
In the current context of the outbreak of Covid-19 across the globe, the Bilateral Governmental Consultation this year was organized and proceeded through the new normal measures. The Political Dialogue is the final round of the Cambodian-German Governmental Consultations on Development Cooperation 2020 after the five Sectoral Dialogues were respectively held between 7th and 11th September 2020.
The main purposes of the consultation were to discuss the implementation progress and challenges of projects/programs funded by the German government and the six new project proposals with total amount of approximately USD 30 million, which were requested by the relevant ministries/agencies to the German government for review and approval in the next Cambodian-German Governmental Negotiations in 2021. In the meantime, both sides also discussed various aspects of bilateral development cooperation that mainly focused on three themes including 1) Socio-economic effects of Covid-19 and response measures of the Royal Government, 2) Political and civic space, and 3) Sustainable forest management.
In this Political Dialogue, the German Government also announced its additional fund of EUR 7 million to Cambodia in contributing to the emergency response measures toward the impact of Covid-19 and the economic recovery measures of the Royal Government. This commitment is an addition to EUR 2.5 million which was committed by the German side in March and June 2020 and raising Germany’s support to Cambodia’s COVID-19 response up to around 11 million USD.
At the end of the dialogue, both sides highly appreciated and valued the progress of bilateral development cooperation and agreed in principle on both existing and new areas of cooperation in line with the fast changing of global economic context for the future bilateral cooperation. In this occasion, His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of CRDB/CDC, on behalf of the Royal Government of Cambodia, expressed his sincere gratitude and thanks to the German government and its citizens for the continued support and contributions in the development of Cambodia.
