នាព្រឹកថ្ងៃចន្ទ ៨កើត ខែមិគសិរ ឆ្នាំជូត ទោស័ក ព.ស.២៥៦៤ ត្រូវនឹងថ្ងៃទី២៣ ខែវិចិ្ឆកា ឆ្នាំ២០២០ នៅទីស្ដីការ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្ដម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្ដ្រីប្រតិភូអមនាយករដ្ឋមន្ដ្រី និងជាអគ្គលេខាធិការ គណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា បានទទួលជួបសម្តែងការគួរសម និងជម្រាបលាជាមួយលោក SUGANO Yuichi ក្នុងឱកាសដែលលោកបានបញ្ចប់បេសកកម្មការងារជាប្រធានតំណាង ទីភ្នាក់ងារសហប្រតិបតិ្តការអន្តរជាតិជប៉ុនប្រចាំនៅកម្ពុជា និងលោកស្រី KAMEI Haruko ប្រធានតំណាងទីភ្នាក់ងារ សហប្រតិបតិ្តការអន្តរជាតិជប៉ុនថ្មីប្រចាំនៅកម្ពុជា ។ ឯកឧត្តមរដ្ឋមន្រ្តី បានអបអរសាទរចំពោះលោក SUGANO Yuichi ដែលបានបញ្ចប់បេសកកម្មប្រកបដោយជោគជ័យ និងបានរួមចំណែកក្នុងការពង្រឹងភាពជាដៃគូក្នុងកិច្ច សហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជា-ជប៉ុន ។ នាឱកាសនេះដែរ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានស្វាគមន៍យ៉ាងកក់ក្តៅចំពោះលោកស្រី KAMEI Haruko ដែលត្រូវបានតែងតាំងជាប្រធានតំណាងទីភ្នាក់ងារសហប្រតិបតិ្តការអន្តរជាតិជប៉ុនថ្មីប្រចាំនៅកម្ពុជា ។
លោក SUGANO Yuichi បានថ្លែងអំណរគុណដល់កិច្ចសហប្រតិបត្តិការយ៉ាងជិតស្និទ្ធពីក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា និងក្រសួង/ស្ថាប័នរបស់រាជរដ្ឋាភិបាល និងបានវាយតម្លៃខ្ពស់ចំពោះកិច្ចខិតខំប្រឹងប្រែងរបស់ រាជរដ្ឋាភិបាលក្នុងការ សម្រេចបានវឌ្ឍភាពក្នុងកិច្ចអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ច ។ លោក SUGANO Yuichi បានបន្ថែមទៀតថា រដ្ឋាភិបាលជប៉ុនបានផ្តោតសំខាន់លើការអភិវឌ្ឍន៍វិស័យសុខាភិបាល តាមរយៈការផ្តល់សម្ភារៈបរិក្ខារពេទ្យ និងហិរញ្ញប្បទាន ដើម្បីប្រយុទ្ធប្រឆាំងនឹងជំងឺកូវីដ-១៩ នៅកម្ពុជា ។ ជាក់ស្តែង នាថ្ងៃទី១០ ខែវិចិ្ឆកា ឆ្នាំ២០២០ រដ្ឋាភិបាលជប៉ុន និងរាជរដ្ឋាភិបាលកម្ពុជាបានចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងឥណទានសម្បទាន ចំនួន ២៥.០០០ លានយ៉េន (ប្រមាណ ២៣៤,៦ លានដុល្លារអាមេរិក) សម្រាប់អនុវត្តកម្មវិធីគាំទ្របន្ទាន់ក្នុងការឆ្លើយតបទៅនឹងវិបត្តិនៃជំងឺកូវីដ-១៩ ។
ទន្ទឹមនឹងនេះ លោកស្រី KAMEI Haruko បានកោតសសើរ និងវាយតម្លៃខ្ពស់ចំពោះរាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការគ្រប់គ្រងបាននូវការរីករាលដាលនៃជំងឺកូវីដ-១៩ ក៏ដូចជារក្សាបាននូវស្ថិរភាពសេដ្ឋកិច្ច ដោយបានដាក់ចេញនូវគោល នយោបាយ និងវិធានការណ៍ដ៏ម៉ត់ចត់ ។
ជាការឆ្លើយតបឯកឧត្តមរដ្ឋមន្រ្តី ឈៀង យ៉ាណារ៉ា បានថ្លែងអំណរគុណដល់រដ្ឋាភិបាល និងប្រជាជនជប៉ុនដែលបានបន្តផ្ដល់ ហិរញ្ញប្បទានដ៏ថ្លៃថ្លាសម្រាប់គាំទ្រកម្ពុជាស្ទើរគ្រប់វិស័យនិងបានវាយតម្លៃខ្ពស់ចំពោះការរួមចំណែកយ៉ាងសកម្មរបស់ រដ្ឋាភិបាលជប៉ុន ក្នុងការគាំទ្ររាជរដ្ឋាភិបាលកម្ពុជា តាមរយៈការផ្តល់សម្ភារៈបរិក្ខារពេទ្យ និងហិរញ្ញប្បទានដើម្បីប្រយុទ្ធ ប្រឆាំងនឹងជំងឺកូវីដ-១៩ ។
គួរបញ្ជាក់ផងដែរថា ចាប់ពីឆ្នាំ១៩៩២ ដល់ឆ្នាំ២០១៩ រដ្ឋាភិបាលជប៉ុនបានបើកផ្តល់ហិរញ្ញប្បទានដល់កម្ពុជាប្រមាណ ៣.២២៨ លានដុល្លារអាមេរិក ស្មើនឹង ១៣,៣% នៃហិរញ្ញប្បទានរបស់ដៃគូអភិវឌ្ឍន៍ទាំងអស់ ។ សម្រាប់ឆ្នាំ២០២០ រដ្ឋាភិបាលជប៉ុនគ្រោងផ្តល់ហិរញ្ញប្បទានប្រមាណ ៣៣៧ លានដុល្លារអាមេរិក ដើម្បីបន្តអនុវត្តគម្រោងអាទិភាពជាច្រើន ក្នុងន័យរួមចំណែកជាមួយរាជរដ្ឋាភិបាលកម្ពុជាដើម្បីសម្រេចបានវឌ្ឍនភាពក្នុងកិច្ចអភិវឌ្ឍន៍ ។

On Monday November 23, 2020 at the Council for the Development of Cambodia, His Excellency CHHIENG Yanara, Minister Attached to the Prime Minister and Secretary General of the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) received a courtesy and farewell call by Mr. SUGANO Yuichi on the occasion of the conclusion of his mission as Chief Representative of JICA Cambodia Office and Ms. KAMEI Haruko, new Chief Representative of JICA Cambodia Office. His Excellency Minister expressed his congratulations to Mr. SUGANO Yuichi for the successful completion of his mission and extensive contribution to the strengthening partnership of Cambodia-Japan Cooperation. On this occasion, His Excellency Minister also warmly welcomed Ms. KAMEI Haruko on her appointment as new Chief Representative of JICA Cambodia Office.
Mr. SUGANO Yuichi expressed his sincere thanks for excellent cooperation from the Council for the Development of Cambodia and the Royal Government of Cambodia’s ministries/agencies and highly valued the great effort of the Royal Government of Cambodia (RGC) in achieving progressive development on socio-economic. Mr. SUGANO Yuichi further informed that the Government of Japan focused on health sector development through the provision of medical equipment and financial support to fight against COVID-19 in Cambodia. In particular, on 10 November 2020 the Government of Japan signed loan agreement with the Royal Government of Cambodia to provide Japanese ODA loan up to JPY 25 billion (equivalent to approximately USD 234.6 million) for COVID-19 Crisis Response Emergency Support.
In addition, Ms. KAMEI Haruko highly appreciated the Royal Government of Cambodia for setting out timely measures and policies in combating against COVID-19 pandemic and maintaining macro-economic stability.
In response, His Excellency Minister CHHIENG Yanara expressed his sincere thanks to the Government of Japan and its people for their continuous support in providing development assistance to support Cambodia in almost all sectors and highly valued vital support from the Government of Japan to the Royal Government of Cambodian in combating against COVID-19 pandemic through the provision of medical equipment and financial support.
It is worth-mentioning that from 1992 to 2019, the Government of Japan has provided approximately USD 3,228 million to Cambodia which is equivalent to 13,3% of total ODA disbursement by all development partners. For 2020, the Government of Japan plans to disburse around USD 337 million for continuing the implementation on prioritized projects which contribute to RGC’s effort in accomplishing more progress in development.
