នាព្រឹកថ្ងៃអង្គារ ១កើត ខែជេស្ឋ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស. ២៥៦៩ ត្រូវនឹងថ្ងៃទី២៧ ខែឧសភា ឆ្នាំ២០២៥ នៅទីស្តីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា, ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុក បេសសកម្មពិសេស អនុប្រធានទី ២ នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក) បានធ្វើជាសហប្រធាន ជាមួយលោកស្រី Alissar Chaker, តំណាងប្រចាំប្រទេសរបស់កម្មវិធីអភិវឌ្ឍន៍សហប្រជាជាតិ (UNDP) នៅកម្ពុជា, ដើម្បីដឹកនាំកិច្ចប្រជុំផ្សព្វផ្សាយលទ្ធផលស្តីពីការធ្វើអង្កេតលើកទី៤ ស្តីពីភាពជាដៃគូសកលសម្រាប់ ប្រសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ (Reflection Meeting on Camoodia's Results of the 4th Global Partnership Monitoring Round) ។ កិច្ចប្រជុំមានការអញ្ជើញចូលរួមពីតំណាងក្រសួង-ស្ថាប័ន នៃរាជរដ្ឋាភិបាល, ដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាល ដែលមានចំនួនសរុប ប្រមាណ ៥០ រូប ។ គោលដៅចម្បងនៃកិច្ចប្រជុំគឺ ដើម្បីផ្សព្វផ្សាយលទ្ធផលនៃការធ្វើអង្កេត, ត្រិះរិះពិចារណារួមគ្នាលើលទ្ធផល នៃការធ្វើអង្កេត និងពិភាក្សានិងឯកភាពលើជំហានការងារ ក៏ដូចជាកំណត់សកម្មភាពអាទិភាពរបស់តួអង្គ អភិវឌ្ឍន៍ ក្នុងគោលដៅបន្តលើកកម្ពស់ប្រសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ។
ជាកិច្ចចាប់ផ្តើម, ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានសម្តែងការស្វាគមន៍ចំពោះតំណាងរាជរដ្ឋាភិបាល ដែលមកពីក្រសួង-ស្ថាប័នពាក់ព័ន្ធ, តំណាងដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាល ដែលបាន អញ្ជើញចូលរួមកិច្ចប្រជុំនេះ ។ ក្នុងសុន្ទរកថាស្វាគមន៍, ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានគូសបញ្ជាក់អំពីអាទិភាពរបស់រាជរដ្ឋាភិបាលក្នុងការបន្តទទួលស្គាល់ពីតួនាទីសំខាន់នៃស័ក្តិសិទ្ធភាពក្នុងកិច្ចសហប្រតិបត្តិការ អភិវឌ្ឍន៍ និងថ្លែងអំណរគុណដល់តួអង្គអភិវឌ្ឍន៍ទាំងអស់ដែលបានចូលរួមយ៉ាងសកម្មក្នុងការធ្វើអង្កេតលើកទី៤ ស្តីពីភាពជាដៃគូសកលសម្រាប់ប្រសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ នៅក្នុងឆ្នាំ ២០២៤ និងបាន ធ្វើឱ្យកិច្ចដំណើរការប្រព្រឹត្តទៅដោយភាពជោគជ័យខ្ពស់ ។
គួរកត់សម្គាល់ថា ការធ្វើអង្កេតត្រូវបានប្រើប្រាស់ទិន្នន័យភាគច្រើនក្នុងប្រព័ន្ធទិន្នន័យស្តីពីហិរញ្ញប្បទាន សហប្រតិបត្តិការនៅកម្ពុជាដែលជាមូលដ្ឋានដ៏សំខាន់សម្រាប់ ការប្រមូលទិន្នន័យពីដៃគូអភិវឌ្ឍន៍ដែលចូលរួម ការអង្កេតនេះ ។ ទន្ទឹមនេះ, សូចនាករខាន់ៗដែលបានកំណត់ក្នុងការធ្វើអង្កេតទទួលបានពិន្ទុល្អប្រសើរ ប្រៀបធៀបនឹងការអង្កេតនៅក្នុងឆ្នាំ ២០១៨ កន្លងមក ។
កិច្ចប្រជុំនេះបានប្រព្រឹត្តទៅដោយជោគជ័យ តាមរយៈការធ្វើបទបង្ហាញរបស់ក្រុមការងារគាំទ្ររួម (Joint Support Team-JST), និងកិច្ចពិភាក្សាលើលទ្ធផលដែលទទួលបានពីការចូលរួមធ្វើអង្កេត រួម ជាមួយការផ្តល់ធាតុចូលពីសំណាក់ក្រសួង-ស្ថាប័ន, ដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាលលើលទ្ធផល នៃរបាយការណ៍ប្រចាំប្រទេស (Country Results Brief-CRB) ។ កិច្ចប្រជុំក៏បានឯកភាពជាគោលការណ៍ លើការកំណត់អាទិភាពការងារជំហានបន្ទាប់ ក្នុងការលើកកម្ពស់ស័ក្តិសិទ្ធភាពក្នុងកិច្ចសហប្រតិបត្តិការ អភិវឌ្ឍន៍នៅកម្ពុជា ដែលជាការងារដំណាក់កាលចុងក្រោយនៃការធ្វើអង្កេតនេះ ។ ការត្រៀមរៀបចំ ផែនការសកម្មភាពជាក់លាក់ដែលត្រូវអនុវត្ត និងការគ្រោងរៀបចំកិច្ចពិគ្រោះយោបល់ពហុភាគីថ្នាក់ជាតិ (Action Dialogue) សំដៅបន្តជំរុញលើកកម្ពស់ប្រសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ។
ក្នុងសុន្ទរកថាបិទ, ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានវាយតម្លៃខ្ពស់ និងកោតសរសើរចំពោះការចូលរួម យ៉ាងសកម្មពីតំណាងក្រសួង-ស្ថាប័ន, ដៃគូអភិវឌ្ឍន៍ និងអង្គការមិនមែនរដ្ឋាភិបាល ។ ជាមួយគ្នានេះ, ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានសំដែងការជឿជាក់យ៉ាងមុតមាំថា កិច្ចប្រជុំនេះនឹងរួមចំណែកក្នុងការបន្ត ពង្រឹងស័ក្តិសិទ្ធភាពក្នុងកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ព្រមទាំងជាមូលដ្ឋានក្នុងការអនុវត្តរបៀបវារៈចុងក្រោយ នៃការធ្វើអង្កេតលើកទី៤ ស្តីពីភាពជាដៃគូសកលសម្រាប់ប្រសិទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ។

On Tuesday, 27 May 2025, at the Palais du Gouvernment, H.E. Chhieng Yanara, Senior Minister in charge of Special Missions and Second Vice-Chairman of the Council for the Development of Cambodia (CDC), presided over, in collaboration with Ms. Alissa Chaker, Resident Representative of the United Nations Development Programme (UNDP) in Cambodia, held a Reflection Meeting on Cambodia's Results of the 4th Global Partnership Monitoring Round. The meeting was attended by representatives from government ministries and institutions, development partners, and non-governmental organizations, approximately 50 participants. The objectives of the meeting were to 1) Officially disseminate the Country Results Brief to all development actors; 2) Reflect on results, exchange stakeholder perspectives on key findings; and 3) Identify key steps for the next Action Dialogue.
To begin with, His Excellency extended a warm welcome to all representatives from the Royal Government of Cambodia (RGC), development partners, and civil society organizations (CSOs) to participate in the meeting. In his opening remarks, His Excellency emphasized the government's priority to recognize the importance of the effectiveness of development cooperation and express gratitude to all development actors who actively engaged in the fourth Global Partnership Monitoring Round in 2024, contributing to its successful implementation. The monitoring process primarily utilized data from the ODA database system, which serves as a crucial foundation for collecting information from development partners participating in the survey. Additionally, key indicators established for the monitoring process have shown improved results compared to the findings from the 2018 monitoring round.
The meeting was successfully held with a presentation by the Joint Support Team (JST) and discussions on the findings from the monitoring process, including inputs and recommendations from ministries, development partners and CSOs on how Cambodia can aim in implementing action plans for the multi-stakeholder dialogue at high political level. Additionally, the meeting reached a consensus on setting priority actions for the next steps in enhancing the effectiveness of Development Cooperation in Cambodia, marking the final phase of the monitoring process. The preparation of a concrete action plan for implementation and the organization of a national multi-stakeholder consultation (Action Dialogue) aim to further promote the effectiveness of development cooperation.
In his closing remarks. His Excellency highly appreciated the active participation from representatives of ministries, all development partners, and non-governmental organizations in the meeting. Furthermore, His Excellency expressed his strong belief that this meeting will contribute to enhancing the effective development cooperation commitments as well as launching Cambodia's participation in the final phase of the Global Partnership for Effective Development Cooperation monitoring round.
