នារសៀលថ្ងៃអង្គារ៍ ៦កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ព.ស.២៥៦៨ ត្រូវនឹងថ្ងៃទី២៤ ខែមីនា ឆ្នាំ២០២៦ នៅក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុក បេសកកម្មពិសេស អនុប្រធានទី ២ នៃ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក) បានទទួលជួបពិភាក្សាការងារជាមួយ លោក Ian Hoskins ប្រធានផ្នែកអាស៊ីខាងត្បូង និងអាស៊ីអាគ្នេយ៍ នៃអគ្គនាយកដ្ឋានភាពជាដៃគូអន្តរជាតិ (DG INTPA) និង ឯកឧត្ដម Igor Driesmans ឯកអគ្គរដ្ឋទូត សហភាពអឺរ៉ុបប្រចាំព្រះរាជាណាចក្រកម្ពុជា ។ កិច្ចប្រជុំនេះ មានការចូលរួមពីតំណាងជាន់ខ្ពស់នៃគណៈប្រតិភូសហភាពអឺរ៉ុប ប្រចាំព្រះរាជាណាចក្រកម្ពុជា។
គោលបំណងចម្បងនៃជំនួបនេះគឺ ដើម្បីផ្លាស់ប្តូរទស្សនៈលើភាពជាដៃគូកម្ពុជា-សហភាពអឺរ៉ុបនាពេលអនាគត ដោយ ផ្តោតសំខាន់លើការអនុវត្តអភិក្រមក្រុមអឺរ៉ុប (Team Europe Approach) ក្នុងយុទ្ធសាស្ត្ររួមស្ដីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ អឺរ៉ុប សម្រាប់កម្ពុជាឆ្នាំ២០២១-២០២៧ (JES 2021-2027) និងក្របខ័ណ្ឌនៃច្រកទ្វារសកលអឺរ៉ុប (European Global Gateway)។
ជាកិច្ចចាប់ផ្តើម ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានសម្តែងកិច្ចស្វាគមន៍យ៉ាងកក់ក្ដៅចំពោះគណៈប្រតិភូ និងកោត សរសើរ លោក Ian Hoskins ក្នុងការធ្វើជាសហប្រធាន ក្នុងកិច្ចប្រជុំអនុក្រុមស្តីពីកិច្ចសហប្រតិបត្តិការ នៃកិច្ចប្រជុំ គណៈកម្មាធិការចម្រុះកម្ពុជា-សហភាពអឺរ៉ុបលើកទី១៣ ។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានវាយតម្លៃខ្ពស់ចំពោះ អភិក្រមក្រុម អឺរ៉ុប (Team Europe Approach) ដែលបានរួមចំណែកយ៉ាងសកម្មដល់ការអនុវត្តយុទ្ធសាស្ត្របញ្ចកោណ ដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាលកម្ពុជា តាមរយៈការគាំទ្រក្នុងវិស័យអាទិភាពដូចជា ការអភិវឌ្ឍជនបទ, អភិបាលកិច្ច, វិស័យកសិកម្ម, ការផ្គត់ផ្គង់ទឹកស្អាត, ថាមពលកកើតឡើងវិញ, សុខភាពសាធារណៈ, ភាពប្រកួតប្រជែងរបស់សហគ្រាសធុនតូច និងមធ្យម, វិស័យអប់រំ និងបរិវត្តកម្មឌីជីថល ។ កិច្ចខិតខំប្រឹងប្រែងរបស់សហភាពអឺរ៉ុប បានរួមចំណែកយ៉ាងសំខាន់ដល់ការអភិវឌ្ឍ សង្គម-សេដ្ឋកិច្ចកម្ពុជា ព្រមទាំងជ្រោមជ្រែងការត្រៀមខ្លួនរបស់កម្ពុជា ក្នុងការចាកចេញពីចំណាត់ថ្នាក់ប្រទេសដែលមាន ការអភិវឌ្ឍតិចតួច (LDC) និងការសម្រេចបាននូវចក្ខុវិស័យក្លាយជាប្រទេស ដែលមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ២០៣០ និងជាប្រទេសមានចំណូលខ្ពស់នៅឆ្នាំ២០៥០។
ជាការឆ្លើយតប លោក Ian Hoskins បានវាយតម្លៃខ្ពស់ចំពោះការដឹកនាំប្រកបដោយភាពឈ្លៀសវៃរបស់ រាជរដ្ឋាភិបាលកម្ពុជា និងវឌ្ឍនភាពសម្រេចបានក្នុងការអភិវឌ្ឍសង្គម-សេដ្ឋកិច្ចកម្ពុជា ។ លោក Ian Hoskins បានគូស បញ្ជាក់អំពីសារៈសំខាន់នៃអភិក្រមក្រុមអឺរ៉ុប (Team Europe Approach) ក្នុងការធានាឱ្យមានការសម្របសម្រួលប្រកប ដោយប្រសិទ្ធភាពរវាងសមាជិកសហភាពអឺរ៉ុប និងការគាំទ្រដល់វិស័យអាទិភាព ដើម្បីជំរុញការអភិវឌ្ឍប្រកបដោយភាពធន់ ចីរភាព និងបរិយាបន្ននៅកម្ពុជា។ បន្ថែមពីលើនេះ លោកក៏បានសង្កត់ធ្ងន់លើការវិវត្តនៃភាពជាដៃគូ ដែលនឹងផ្តោតលើការវិនិយោគ ដើម្បីពង្រឹងភាពធន់ និងបរិយាកាសវិនិយោគរបស់កម្ពុជា ដើម្បីត្រៀមចាកចេញពីចំណាត់ថ្នាក់ប្រទេសដែលមាន ការអភិវឌ្ឍតិចតួច (LDC) នាពេលខាងមុខ។
ជាកិច្ចបញ្ចប់ តំណាងឱ្យរាជរដ្ឋាភិបាលកម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុក បេសកកម្មពិសេស អនុប្រធានទី ២ នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (ក.អ.ក) បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅ និងជូនពរ លោក Ian Hoskins ឱ្យទទួលបានជោគជ័យក្នុងការបំពេញបេសកកម្មនៅកម្ពុជា ។ ទន្ទឹមនឹងនេះដែរ ឯកឧត្តមទេសរដ្ឋមន្ត្រី និង ឯកឧត្តម Igor Driesmans បានបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្ត ចំពោះទំនាក់ទំនងទ្វេភាគី និងចក្ខុវិស័យយ៉ាងមុតមាំ ដើម្បីពង្រឹងកិច្ចសហប្រតិបត្តិការឱ្យកាន់តែស៊ីជម្រៅបន្ថែមទៀតនាពេលអនាគត ។

On the afternoon of March 24, 2026 at the Palais du Government, His Excellency Chhieng Yanara, Senior Minister in charge of Special Missions, Second Vice-Chairman of the Council for the Development of Cambodia (CDC), held a discussion meeting with Mr. Ian Hoskins, Head of Unit for South Asia and South-East Asia at the Directorate-General for International Partnerships, and His Excellency Igor Driesmans, Ambassador of the European Union to the Kingdom of Cambodia. The meeting was attended by senior representatives from the European Union Delegation to the Kingdom of Cambodia.
The meeting aimed to exchange insights on the future of Cambodia–EU partnership, with particular focus on the implementation of the Team Europe Approach under the Joint European Strategy for Development Cooperation 2021–2027, as well as the EU Global Gateway strategy.
At the outset, H.E. Senior Minister warmly welcomed the delegation and extended his congratulations to Mr. Ian Hoskins for successfully co-chairing the Sub-Group Meeting on Development Cooperation under the 13th Cambodia–EU Joint Committee. H.E. Senior Minister commended the Team Europe Approach for the continued contribution to the implementation of the Royal Government of Cambodia’s Pentagonal Strategy Phase I through result-oriented initiatives across key sectors, including rural development, governance, agriculture, water supply, renewable energy, public health, SME competitiveness, education, and digital transformation. These efforts have contributed meaningfully to Cambodia’s socio-economic development, while supporting the country’s smooth transition from Least Developed Country (LDC) status and ambition to become an upper-middle-income country by 2030 and a high-income country by 2050.
In response, Mr. Ian Hoskins expressed his acknowledgement for the Royal Government of Cambodia’s wise leadership and the country’s remarkable socio-economic progress. He emphasized the importance of the Team Europe Approach in ensuring effective coordination and targeting support to priority sectors that support resilient, sustainable, and inclusive development in Cambodia. He further highlighted the shift toward a more strategic investment-oriented partnerships to strengthen Cambodia’s resilience and investment climate forthcoming LDC graduation.
In conclusion, on behalf of the Royal Government of Cambodia, H.E. Chhieng Yanara, Senior Minister in charge of Special Missions, Second Vice-Chairman of the CDC expressed his sincere gratitude and wishes to Mr. Ian Hoskins all the best and succeed in the mission in Cambodia. At the same time, H.E. Senior Minister and H.E. Igor Driesmans reaffirmed their strong commitment to the bilateral relationship, sharing a vision for an expanded and more robust cooperation between Cambodia and Team Europe in the future.
